I believe he was said to he was second in psyker power to the Emperor, am i correct in saying this?

He wasn't immortal like the Emperor so, no.

He's kind of a perpetual though, right? He did a better behind the scenes job of setting up the Imperium so it could run than the emperor did. Don't think he could inspire people to follow him as well as the emp did, but he would have been better at keeping the Imperium running after it got going.

As the Sigilite, he was part of the Team. So he already had some influence and I don't see him being held back by BigE or kept from making it to top dog.

Could Malcador unify Terra ? Big E did.
Could Malcador create the neccesseray tools to reclaim the realms mankind had before? Big E did.

Malcador is what you need in your 2nd tier of your government. Good enough to know what they do but not too powerhungry to ruin it for everyone.

Malcador is perfect as the Metatron, but that's about it.
