I would try scraping it off with my fingernail. I find fingernail usually isn't hard enough to mark the surface.

is there any way you can soak just the base in simple green overnight, then take an old toothbrush to it?
Can you upload any images so we can see what you're dealing with possibly?

Just use a cotton-bud and a touch of isopropyl alcohol.
Rinse with water afterwards.

With that little paint it looks like you could rub it off with your finger or a damp cloth, it just might take a while to get all the little speckles. You could also try glass cleaner or pretty much any cleaning solution you have around. If you can buy some isopropyl alcohol it would probably be much easier.

I've found the edge of a credit card tends to take paint off pretty well.
Being transparent plastic it's smooth enough that paint doesn't stick to it and the card isn't rigid enough to scratch it.

Do you have nail polish remover? That works really well for cleaning off paint

Wait. Test nail polish remover on scrap similar plastic first. That stuff.... I don't know. Safer to go to your nearest pharmacy and pick up a bottle of isopropyl. It's not that expensive.
