That type of pebbling can be caused by several things. Most likely the can was too far from the mini while spraying, allowing the spray to dry partially in the air. This can also be caused by it being very warm while spraying. And of course, the can could have been bad, but it sounds like it wasn't since you say the back is fine. You need to strip the whole mini. There are a lot of products that do that. The problem is I am not sure what plastic those minis are made from. I have had good luck with simple green (watered down about 50/50) and a soft plastic brush (not a wire brush on plastic). Both can be purchased from my local dollar store (a set of three brushes can be found in the crappy little automotive/hardware section)
I soak the mini overnight and then brush it clean. Again, I have not worked with that exact plastic though, so be warned and maybe wait for a few more people to give suggestions.
