Want to paint up my Dark Vengeance Dark Angels Librarian as a Fallen Sorcerer. I don't know anything about 30k librarians. Do they use the Blue color scheme of 40k? No real hits on a Google search. Advice?

Codex astartes was not done yet and haven't read anything(which doesn't mean i haven't missed though) so you propably are safe for artistic license. It was not as standardised anyway

Watch Fortress Excalibris

Vengeful Spirit mentions azure as the colour of Blood Angel librarian power armour, so there is precedent for librarians being blue prior to the Codex Astartes. On the other hand, Scars has a White Scar stormseer wearing white armour. Thousand Sons also didn't use blue for librarians, AFAIK. So, of the three legions that pioneered the Librarius, only one used blue armour to mark out its librarians.

Personally, I don't think bright blue armour would look right on a Fallen sorcerer. Black armour and blue robes might work, though.

EDIT: The First Legion didn't really go in for simple and obvious visual signifiers of rank or role. They seem to have preferred an idiosyncratic assortment of personal heraldry and occult/obscurantist symbolism. In addition, the Lion unilaterally disobeyed the Emperor's judgement at Nikea and started using librarians again once the HH started. It seems unlikely that he'd deliberately draw attention to that by giving them all distinctively coloured armour. Some sort of subtle badge that only another Dark Angel would recognise seems more likely.

Which fits into idea of it not being standardized. Which means there's room for personal interpretation. You could possibly even have different colours based on what chapter of legion we are talking about!

Yeah. I actually think the blue-armour-for-librarians thing might originally have been exclusive to the Blood Angels, and just copied by Guilliman for the Codex after the Heresy. Colour-coding for battlefield role seems generally to be a Blood Angels thing (e.g. helmet colours, black armour for DC, gold armour for elite warriors).

I went with normal color fallen armor and blue tabard/robe with white interior.

Not a fan of the squiggly lines on the force sword, looks super cartoony.
