It's just the company name. Games Workshop Limited. It means a Limited Company, which is the most common legal structure for a business in the UK. Often abbreviated to Ltd. Similar to the American Incorporated or Inc.

pretty sure it means this particular sprue was produced in 2019.
GW like to stamp their sprues.

As noted, it's not "limited 2019" but "Games Workshop Limited 2019". "Games Workshop Limited" is the company name. 2019 was the year that sprue's dies were etched. There's probably a (c) on there, too. For 'copyright'. They mark all of their sprues this way. They used to have it on their metal moulds, too. It's to do with dating the product for establishing when that particular copyright started.

Yup, these are all correct more or less. Take a look at any sprue and you'll see variations of the same. GW isn't unique in this practice either.

Limited is the same as Aksjeselskap or AS.

it's interesting seeing these on some minis. for example the date on the 32mm bases is like 2014, years before they were ever used on a mini (primerous marines).

For the bases though, it might just be because they're basically the same base, just in a different size.
