I'm trying to plan an army for 3rd ed Genestealer Cult and I was wondering if anyone had any ideas for representing the Brood Brothers, who are 'average' 40K humans mind-controlled by the Genestealers.
I was thinking possibly Necromunda Scum and the Inquisitorial kill team as a way to make them, but thought there may be a better idea I haven't thought of.

Necromunda would be the perfect choice as you've loads of models and parts to choose from and they've got a few generic humans you can use. Considering most Necromunda stuff is lower levels and workers and that's what forms the bulk of the creative design work for the Cult; they should fit in well.

If you can get your hands on them, the Dark Vengeance era cultists would provide a good base for 40k civvies. They'd need a bit of cutting and filing to get rid of the few chaos stars scattered about, but having done that myself, it's not much work.
Brother Vinni also does a variety of post-apoc style minis that might work.
If nothing else check out Anvil Industries regiments range. There's a monstrous selection of bits and pieces to make up and sort of human scale mini you want.

They are disturbingly expensive now it seems. I have a bunch that I bought when they were dead cheap but they're painted up as Khorne cultists.

I've gone with bolt action/project z mashed sprues that I paint with more "colourful" outfits as conscripts for my IG. Looking really militia to me. Might be a half way you'd like
