The Avenger is 'often requested' when the Sisters want aerial support - but that's fine. Up until the Storm Talon debacle, every Imperial ground army had to request air support from the Navy, with the closest to an 'army native' flier being Valkyries that are 'permanently attached' to Guard regiments, but even then the Valks were still Navy, flown by Navy pilots and looked after by Navy crews.

I love the fluff around the Avenger and the Sisters. They basically said: "These things were used against us when we were the bad guys, and they did more damage to us than anything else they threw at us. Their presence is a sign of the will of the Emperor!
