Space Marine Scout with Sniper Rifle

This is what I have so far.
The over all plan is to Outflank with my army and try and get what I want on the board when I want it, hence why I took Tigurius.
I still have 600 points and ill need a unit to fit Tigurius in, I was thinking a 5 Man Sternguard Squad in a Razorback.

This puts me at 1900. I was thinking about switching out the flamers for Meltaguns in the Tactical Squads. I would put Khan in the bike squad with the Pf just to counterballance the amount of attacks and to compensate for the different initiatives.
What can I add and improve?

Ranged anti tank, as it works right now your army will run on, attemp to pop a few tanks, then die. Fast. Missile launchers on the tac marines. I would prolly find points for 3 typhoon speeders, autocannon dreads, and maybe some hf/mm speeders. As it sits right now you will bounce off and razorback, mechdar, mechGK, or such armies.

You might also consider simply running a Bike army. Take a pimped-out Command Squad on a Bike, Bike squads as Troops, 3x3 Assault Bikes with Multi-Meltas for Fast Attack.

I'd take a loaded bike captain w/ a command squad instead of the 2nd HQ. It would make another bike squad scoring too.

Your army plans to outflank and do what? Vs a assault army you will not strike the killing blow from outflanking. You also do not have enough fire power to stop an assault army.
Drop the tacticals and grab an assault termies in a land raider. Assault marines in rhinos would be better. Bike command squad is very good in assualt.
If you want to shoot, shoot. If you want to assault them build the army to assault.
Your army will last a while playing keep away, but is that what you are trying to do?
