Is it better to run your Leman Russes in front with Chimeras behind and an Infantry Blob bubble wrapping the whole thing or to run the Chimeras in front with Russes behind (spaces so that you still get a clear LOS for the turret and hull weapon) and the infantry blob in a horseshoe formation to protect the Lemans side and rear armor from assaults?

While the Leman Russ AV is superior, the Chimera is 1/3 the price of a LRBT and thus much more expendable. I'm also thinking that by keeping the Chimeras in front you'll be able to get a Cover Save due to the Russes being 50% obscured by the Chimeras.

The Imperial Guard dies, it does not surrender.

Totally depends on the situation. If you're playing against an army with lots of Lances, you probably want your AV12 up front. If you're playing against GK or GW, with lots of S8 shooting, you probably want your AV14 up front. If your opponent has nothing but meltaguns (like a DOA style army), you probably want to spread out and use your infantry to keep the enemy >6" away from either vehicle.

Tier 1 is the new Tactical.

Also remember that the chimeras are typically filled with guys packing short-range melta, so they need to be closer to the enemy, and the ruses are taller and can see/shoot over the chimeras with their turrets.
