The Havocs sit atop the Bastion with the Warp Talons inside as a counter-charge unit. The shooty Cultists make it difficult to DS Melta the Bastion.

The Tanks form an armoured column and the primary assault force. The Warpsmith joins the Obliterators and babysits the fighty Cultists, whilst walking up to no man's land objectives and supporting the armoured column.

The Sorcerer joins a mechanised unit, as a summoner or fighter. The Mutilators DS in wherever they’ll be a useful anvil or distraction.

I'm pondering trying to find points from somewhere to put a Quadgun on the Bastion, and switch the Autocannons for Missile Launchers. Maybe drop a Mutilator and some Cultists.

That's a lot of units to protect one Bastion of Havocs. A Deep Striking unit with flamers will make short work of your Chaos Cultist 'bubble wrap' and will inflict more casualties against your Warp Talons due to No Escape! That is, unless it is ignored most of the game.

I'm not entirely sure what your Sorcerer is planning to do with the Malefic Discipline since he's not Daemon, and only Mastery level 2.

As you're planning on having all CSMs take VotLW, I can't necessarily suggest using the Crimson Slaughter rules to give you access to Slaves to the Voices for your Possessed and Sorcerer, Fear for all units (including Chaos Cultists).

Regarding your revised list, there's a lot more units with 'Daemon' Special Rules which would benefit from the Malefic Discipline (Cursed Earth) to allow your Warp Talons, Mutilators, and Obliterators to Deep Strike without scattering and boost the Inv. save. It would be beneficial to have maximum Mastery on a Sorcerer (or Daemon Prince) to increase your odds of getting it, or other Conjurations.

I don't play Chaos, but... I like the second list better...one thing though, I thought that Possessed make poor riders, would it be "better" if you ran Beserkers as your Elite for the Rhino? Other than that it looks like a fun list, that just might win a game or two...

Daemon engines are both powerful and fluffy. I feel your army is incredibly weak and lacks synergy at the moment.

-Your mutilators lack reliable transport and the numbers to be effective.
-Possessed are not only inefficient point-wise, but rhinos are not assault vehicles, and they are also very weak.
-Your warp talons lack psychic protection.
-Your vindicator lacks armor saturation.

Honestly it needs a ton of work. Here's a suggestion for a list while keeping your cultists and bastion, which you clearly like.

SO LOOK AT ALL THIS STUFF! You have a great firebase with the bastion, and with the heldrake vector strikes and bastion you have plenty of anti air.
The maulerfiends and deep-striking helbrutes provide a great offense compared to your possessed in a rhino and 2 mutilators.
You also have fantastic model saturation.
And its fluffy.

That list looks powerful, but I was planning on my initial collection having four Daemonic marine units with each God represented, and a Vindicator. I know that all but one of the four are overpriced, but that's a constraint I'm willing to live with to paint and use models I really like

The Bastion isn't by any means a necessity - it just seemed to fit with finding the Warp Talons work as a counter-charge unit (though I had overlooked the pile of hits they could take from a DS unit with flamers) and provide a guaranteed vantage point for a Havoc squad.

I do have a Helbrute painted up, and plan to put together a Mayhem then a Murder pack, but I think I'd get painting fatigue from an initial army with five Walkers :/

Ah, I see. If you want four different squads, each a different daemon-marine with a different mark, I'd go for:

MoT- Obliterators

MoN- Mutilators

MoS- Warp Talons

MoK- Possessed

Give the Possessed a land raider and the CSM Suppliment for them. Warp Talons should not start fights, they should hide away and join them. Mutilators deep strike in, and the Oblits walk up the board using LoS to save them from anything too scary.
A good way to compliment this list would be a cheap HQ, 2 or 3 troop mobile troop choices, and an air vehicle.
