Do you guys know where to get cheap bitz that can be used to turn the cadians from the defense force bundle into renegade gaurd? (I'm trying to create an army with some models that look like they have had a primitive version of butchers nails in there head so those pieces along with normal renegade gaurd heads are welcome!)

It depends. If your looking for the official FW bits, your going to get a different answer than you would if your just looking to make them renegades period.
If your just trying to make renegade guard, I would say find some chaos players and raid their bits boxes. marauder parts work wonders as does simply mixing cadian and catachan parts together. Accesseries also go a long way. adding on spare bits and parts also help. Kroot pistals make decent barauque guns, chaos puches, spikes, mutations, Heck, even the addition of spikes and skulls and pools of blood on the bases and on the men themselves go a long way. this leads us to paint jobs. Even putting them together out of the box as is, you can go a long way with simple paint schemes and decals if your looking for "cleaner" renegades.
i always wondered why anyone would uy the expensive FW bits to make them when you can do just as well with scraps and other's leftovers.

If you do vets with carapace, the stormtroopers from wargames factory look great. otherwise, you could swipe the shields from the marauders to ad to them to represent the extra armor.

I would also say start with a good chunk of dark vengeance cultists. They fit the mark and can get them cheap as chips.

I'm thinking because this army is going to be supported by 500 points of Word Bearers cuz I like em I'm going to use the hooded DV cultists which are worshiper look a likes now the question is who is going to sell tons of those little guys... Edit: Looks like that is basically going to be impossible I can get tons of auto-gun cultists, but the hooded ones included in a DV set only number 2/w auto-guns

The flagellants kit is bloody amazing. Torches, books, hairy heads, flames, all sorts of good things. I've seen renegade guard armies done with just CAdians and flagellants heads.

Otherwise, head swaps are all over the place. I like Anvil Indistries hooded heads for cultists.

Fantasy empire melitia and some of the LoTR range actually make suprisingly good conversion pieces for renegades, or even alternate IG (Haradrim make nice tallaran style IG, and corsairs are good cultists/renegades. just need gun bitz...)

Pig Iron miniatures has some good conversion pieces. They have a bunch of heads evil looking heads. Also have legs and full bodies that are a little smaller than most GW miniatures (but could be good scrawny cultists).

Here are most recent conversions for renegades from Pig Iron heads, cadian bodies and catachan arms.

I have found some of the wargames factory kits make very good cultist/renegade guard and come with so many bits you can easily use them to convert and augment some cadian kits.

The greatcoat troopers gas masks that just scream evil minion. The parts can with minimal work be swapped with GW cadian kits and the sculpture quality is in the same ball park as the cadian kit (so they are both pretty mediocre). The biggest strength of this kit is that it is extremely cheap. You can usually find the kits for discount from re-sellers.

If you need renegades and heretics without armour and various autoguns. The Apocalypse Survivors kits are cheap and work pretty good. I am working on a bunch of Tzeentch cultists with their eyes put out and blood weeping from the sockets. So far just painting them in muted tones makes them look more dystopian future than near modern, some of the symbols need modifying and patches of gore do wonders to cover up any inconvenient symbols.

I used Krieg models (see army log in my sig) for my Traitor Nurgle Guard but that may be too expensive for your tastes.
