So far I’ve bought some boxes with ships. I’m not sure if I want to get the core game box or not—while my son is interested in pirates and ships, he did not have the patience for a Dreadfleet game. If I buy the Armada game box, it might not ever get played. So, is there at least some good sized chunks of background or flavor text in the book?

I would say that there's a decent amount. It's not a huge book but it's got sprinkles of flavor text and stories throughout the rules section. There's about 15 pages of background, and the four factions each get a couple of pages for their background, and fluff for the various ships in their fleets. I enjoyed flipping through it.

I think there's good stuff on that in the book! The individual ship entries aren't super long, probably one to three paragraphs each, but there's some fun art in there, including a couple of ship diagrams. I've been rereading, and I'd say that I would recommend the book itself, at the very least.

Is the book itself the same as the book that comes with the starter set? And the two player starter comes with all the accessories I’d need to play, right?

Unfortunately no. To get the fleet stats and rules, you will need to buy the respective kits.

The starter kits?

I got cards, but not something that explains the special rules, like Halo of Light. Are the special rules listed in the rule book, then?

You should have gotten a card titled "Basilean fleet rules" in the starter kit. (Also includes "Iron Resolve", "Helping Hands" and "Well Drilled".) The rule book includes only the general rules and generic upgrades, but nothing faction-specific.
