Tough question... I give you that. Is the idea that we aren't allowed to choose heritage? Like to choose caste or family to gain better ranks in army (for example being an Ethereal?). If we can then it would be Tau. If not, then most likely Slaaneish cultist. It might be fun to help leading a faction that is fueled with pure idealism and propaganda and as an ideology "For greater good" is kinda lovely. I doubt that I'd need to explain the other option.

Even though the training would suck hard, having a risk of one or more implant failures that might kill you, free time is limited (or none at all), discipline is tough, and enemies even tougher, I'd still pick the life of an Astartes. A guaranteed heroic grave, and an ultimate respect of the Imperial citizens.
...As a good second choice, it must be the gunner/loader of Basilisk battery. Far away from frontlines, commissars won't dare to shoot you too eagerly due to special training and importance of the artillery fire.

Dark Eldar, because they are the only race that is truly about freedom (Ironically). Every other race fights because they have to (By law or by nature) and only Dark Eldar fight because they think they deserve to. They are also the *possible* longest lived creatures that aren't gods or Quasi gods like C'tan. They also have the best promotion system where even a slave can rise to the highest perches of society (look at Vect!) simply by being smart enough to get their.
I find it ironic that its the slavers and pirates that offer the best career advancement in the universe, the best medical/dental care, the best 'after work' benefits and the most freedom to choose how they live. I guess pirates have always been about freedom.

It just kinda makes sense. Not actively trying to start wars, but still be competently strong enough to win them when people attack us. The stuff about the Tau being mind controlled is debatable. I think it to be more like intense propaganda like the Imperial Guard is given, since it's obvious that there is still a lot of dissent in the ranks of the Tau (like the Farsight Enclaves and the supposedly numerous supporters).

And if you get bored of being a Warrior, you can always get some wings attached to you. Or go ride jetbikes/skyboards.

The Phoenix Lords kind of do I believe. Their soul lives on in their armour/spirit stones. When they 'die', a new eldar wears the armour/stones, and the phoenix lords consciousness assimilates and overrides them. Its mainly jsut to live. And do whatever they want. And gain more power, mainly I guess. They love to inflict pain, and thats in no small part due to the fact that causing pain and suffering is what regenerates them and causes them to stop ageing, and even grow more youthful.

Well the Dark Eldar in questions needs to have an agreement with a Haemonculus to regenerate him if he dies. And he needs his kin to be behind him enough to rely on them recovering what they can of him/her. If the body is too risky to get, and the dead eldar in question is not important enough, then its unlikely any of his comrades will risk their own neck trying to get him.
The contract for regeneration can either be part of the Haemonculus service to the Archon (so includes the Archon himself, and anyone else he deigns to include in that contract), or the Dark Eldar in questions may have to pay some for of price or tribute to the Haemonculus in return for the promis of regeneration. They may also have made a specific pact with the Haemonculus previously.
As long as a scrap of flesh remains, they can be regenerated. Even just a few strands of tissue, sometimes just a few cells. The less that is recovered, the longer the regeneration takes, the more difficult it is, and the more suffering must be exacted upon any victims to aid the eldar's regeneration.
If the eldar has been dead for too long (usually no more than a day) then the process will not work. This threshold can be longer in extreme circumstances, but generally after more than a day the eldar is beyond recovery.
Also, sometimes there is nothing left to collect. The body is destroyed completely. Or there is no way to recover the body.
If this is the case, the Dark Eldar experiences True Death (as they call it) and their soul is claimed by Slaanesh.

Only Eldar get claimed by Slaanesh, normally. DE specifically try to avoid this.
If that bit of flesh goes on for too long, or the regeneration goes too long the pansy is gonna die.
It just takes a while for the wimpiest Chaos God to get a hold of their souls.

Eldar souls can be deathly persistent. If they have the will power some of their soul can remain with their remains for quite a long time, and with the right catalyst (Read path of the renegade) people can be regenerated from thousands of years ago. But the shorter the time between death and rebirth the easier it will be, and the more sure you will be that you are reviving exactly what you want to revive (Daemons can hitch a lift on the rebirthing train).

Obviously since we're positing ideal scenarios, I'd like to be given the premium biotransference treatment so I can occupy a body from the high-end courts of the Necron dynasties. One where my mind and personality are perfectly preserved. Flesh is a relic, a mere vessel. I'll hand over my flesh, as a new future awaits me.
