The God-Emperor of Man may be used as a unique HQ choice in an Imperial (Daemonhunters, Witch Hunters, Imperial Guard, Space Marines) army in a game of Apocalypse.

THE GOD-EMPEROR OF MAN
Points WS BS S T W I A Ld Sv
1000 7 7 6 5 5 7 4 10 2+/3++

Unit Type: Infantry
Number: 1
Wargear: The Blade Imperator, Armour of the Imperium, the Aquila’s Claw.

The Blade Imperator is a Master-Crafted Force Weapon that always wounds on a 2+, regardless of toughness. It has only one attack available.

The Armour of the Imperium is Terminator Armour that increases the Terminator Armour Invulnerable Save to a 3+. It also makes him immune to psychic powers that do not have a Strength value.

The Aquila’s Claw is a Master-Crafted Lightning Claw that ignores Invulnerable Saves and has a Master-Crafted Psycannon attached.

Special Rules:

Master Psyker

The Emperor ignores Perils of the Warp. In addition, he has all psychic powers from the Space Marines and Daemonhunters codices. He may also use 4 psychic powers a turn.

Eternal Warrior

Iron Will

Glory of the Emperor
All allied units use the Emperor's Leadership for any Leadership checks they are required to make. In addition, Sisters of Battle in an army led by the Emperor gain 5 Faith Points.

Relentless

Heart of the Imperium
If the Emperor is reduced to 0 wounds, place the model on its side. This represents the critically wounded Emperor and counts as a Vital Objective for both sides. In addition, Imperial forces must make a Leadership test on -1 or fall back. This applies even to Fearless models, but does not affect the Emperor's retinue.

He also has these additional psychic powers:

Master of Machines
Use at the start of the Emperor's turn. Upon passing a psychic test, you may repair one Weapon Destroyed, Immobilized, Wrecked, Crew Shaken, or Crew Stunned result on any vehicle within 12" of the Emperor.

The Emperor Protects.
Use at the start of the Emperor's turn, if successful, all friendly units on the board gain a 6+ Invulnerable Save.

Soul Destroyer
Use in the beginning of the Emperor's turn. If successful, a model that the Emperor can see must take a hit from a Destroyer weapon. It may only be used once per game, and if it is used, the Emperor may not use any other psychic powers that turn.

Options: The Emperor may take a retinue of 10 Custodes, using this profile:

Points WS BS S T W I A Ld Sv
30 5 5 4 4 2 5 2 10 2+/5++
Wargear:
Artificer Armor
Frag and Krak Grenades

Guardian Spear.

The guardian spear is a weapon unique to the adeptus custodes. It is a power weapon that confers an additional attack in close combat. Furthermore, it causes an additional wound any time it deals an unsaved wound. It may also be fired in the shooting phase with the following profile:

Range: 18" S4 AP5 Assault 3

Special Rules:

Fearless

Furious Charge

The Emperor gives the side controlling him the following strategic assets:

Strategic Redeployment
Orbital Bombardment
Scheduled Bombardment
Holy War

He also gives the side controlling him this unique Strategic Asset

In his name!
Any allied Imperial unit in 24" to the emperor and having True Line Of Sight to him may assault using Furious Charge and Feel no Pain once per turn.
Imperial units are: every unit from these codices: Space Marines, Blood Angels, Dark Angels, Black Templars, Space Wolves, Imperial Guard, Daemonhunters and Witch Hunters.

The Eye of Terror

I'd give him some more leadership buffs to the entire board. It's the motherfreakin God Emperor of Mankind on the board!
also: Minimum points value? I don't see The Emperor working with 500 points of space marines, he would be occompanied by the entire chapter in most cases. Is he apoc only? He should be.

For 800 points, and the fact that he has absolutely insane amounts of resources at his disposal, I would give him a 2+ invulnerably save. Or feel no pain.

Give him access to some him-specific psychic powers too.
He should also be a faithful character, in the case of taking him with sisters. 5 Faith points seems fair, considering he is the God Emperor they are praying to.

If he is apoc only make him give some tactical assets or something, I dunno, im unfamiliar with apoc.

I suggest the following additional psychic powers:
Master of the Machines:
Use at the start of your turn. Upon passing a psychic test, you may repair one Weapon Destroyed, Immobilized, Wrecked, Crew Shaken, or Crew Stunned result on any vehicle within 12" of the God Emperor.

The Emperor Protects.
Use at the start of your turn, if successful, all friendly units on the board gain a 6+ invulnerable save or a 6+ cover save, whichever you prefer.

Of course, he would probably cost more points with these additions.
Which is ok.
Because the's the freakin emperor.

Custodes aren't powerful enough, I suggest the following profile:
Points: 30 WS5 BS5 S4 T4 W2 I5 A2 Ld10 Sv2+/5++
Wargear:
Artificer Armor
Frag and Krak Grenades
Guardian Spear.
The guardian spear is a weapon unique to the adeptus custodes, it is a power weapon confers an additional attack in close combat. Furthermore, it causes an additional wound any time it deals an unsaved wound. It may also be fired in the shooting phase with the following profile:
Range: 18" S4 AP5 Assault 3

He should be a Apoc - choice.
And type "unique", to stop anyone fielding 2 emperors.

Apoc asset:

Tactical expert.
The controlling players may change the position of 2 units after both sides have deployed following the rules for the specific unit.

In his name
Any allied imperial unit in 24" to the emperor and having TLOS to him may assault using furious charge and feel no pain on his demand.
imperialunits are: every choice from codex SM,BA,DA,BT,SW,IG,DH,WH.

Stats: He is the Emperor of Mankind. He is basically a god. And he has the same WS as a Phoenix Lord?
You think he would be stronger and tougher.
Wounds:5?Hes just better than Marneus Calgar in wounds.

You could make the Blade Imperator a Destructor weapon.

I never remembered the Emperor having a Lightning Claw. Specially not one with a psycannon.

You say he has all Space Marine/Daemon Hunter psychic powers. So you are saying he is just about equal to a Librarien?

Yes yes, he can use 4 powers, ignores perils, but still.

Emperor Protects: Meh.

Why does the Emperor give them all those psychic powers?

In his name!:Meh

Not that good overall, methinks.

I like the rules, this is clearly before the emperor was placed on the golden throne - at that time where he was more monarch then god to the imperium. Apocalypse battles only needs to be enforced and underlined. Not so sure on why the emperor would be able to magically heal vehicles but other then that I am just fine with what I see. Maybe a rule that states if the emperor dies the imperial forces pull a major freak out.

The emperor at one point was a man with the basic restrictions of being human. Of course I am not saying that he should be a toughness 3 strength 3, but he should not be able to break a titan over his knee.

Here’s the best fluff comparison I can think of, the emperor competed against many of his primarchs and proved to be their superior but not by a tremendous amount. The blood angles primarch fought and defeated a bloodthrister in single combat, but just barely succeed suggesting that it was a massive accomplishment for him. So following this, an emperor should be able to take out a bloodthister with somewhat of a challenge in a one on one– but probably should not be up to taking out the apocalypse daemon lords.

Grunt, you say that about a thirster, but they are allways described in fluff as amazing, perfect in every way.
Yet in terms of the game they are not that good, and tend to die pretty quickly unless you throw them into combat.

Suffused with the dying memories of Sanguinus, the warriors of the Death Company seek only one thing: death in battle fighting against the enemies of the Emperor.

The combat was in hand-to-hand with no outside assistance.

@OP
I think you need to distinguish between the two combat weapons. The sword could be made into a one attack only weapon and the claws could than be the main tool in his combat arsenal. One mega hit with the sword and the rest with his strength 6 no saves rerollable wounds causing claws still makes him a combat monster.

Also give him protection against psychic attacks the emperor should not be turned into a spawn or lashed away too easily.

Needs to have mind blast or whatever he used to destroy Horus. I am thinking something along the lines of a beefed up mind war or some other powerful attack against a single individual. How about if the emperor forgoes all his other psychic powers that turns he could inflict a destroy level hit on a target within 12 inches.

Lord Insanity wrote:Soul Destroyer
Use in the beginning of the Emperor's turn. If successful, an Independent Character within 24" of the Emperor that he can see must take D6 hits from a Destroyer weapon. If this is used, the Emperor may not use any other psychic powers.

This is probably a bit too much. With that range and D6 hits this attack turns the emperor into a walking artery unit. When he used his power against Horus he was standing right next to him, plus Horus was already a bit battered by the fight - plus I think Horus also repented at the last minute and allowed himself to be destroyed. I would keep it short range, keep it one D hit, and allow the emperor to pick any model in sight. By your phrasing I am not sure if he is able to pick out an ID from a squad at 24” it would be too powerful and a bit jerky (ha ha I just vaporized your necron lord from across the table) and if he couldn’t pick out the character then it would be to easy to defend against by shielding ID with squads.

edited add on statement- This ability seems like it should be a use only when all else has failed attack, maybe making it a one use only attack so the emperor is not shooting it off every turn, or some other suitable restriction like after using the power the emperor can not use anymore psychic powers for the battle, this might be a balancer if you want to keep it as powerful as you made it. At D6 Destroyer hits with a 24 inch range the emperor becomes a walking mega gun which in my opinion detracts from the personality of the character.

In terms of the emperors relative strength and durability there was also a story where Horus had to save the emperor's life when he was being strangled by an ork (probably a warboss). But it still places the emperor in the ream of mere mortals at least at this point in his existence. I think his stats are about right in for him.

To me the Emperor seems like that end-all-be-all unit that should be attempted last. Id like to see all the primarchs done right before the Emperor.

But gettin the topic train back on track, I do feel that, for the Emperor, he does seem a tad bit under powered and a tad bit under priced. My suggestions?

At least 2000 points.

The armor and inv save at 2+, and re-rollable (I believe the space wolfs have runes that let them do this)

Some kind of shrouding effect like the Grey Knights.

His sword should be an "ignores Invulnerable Saves, hits with Strength 10 (or titan close combat weapon? with the destroyer hit rule and auto penetrate), and wounds on a 2+"

That fancy force field Yarrick has is pretty sweet, why not that?

Psychic Scream: When the Emperor fails his Iron Will test, all psykers must take a perils of the warp test.

Maybe I went a little overboard, but hes my Emperor, and I <3 him.

Unless he wus floating around on his throne as a skimmer unit!
You could always field him in pre-heresy games but he would not be as good

How about the golden throne sits in your deployment zone and he absorbs the soul of any enemy that comes withing 32" of him. Including the crew of any vehicles. They get a 5+ save against this to represent them trying to jump out of the way. Then he can't shoot or assault, but becomes master psyker with gift of prescience and gets all the powers from all the imperial codexs. Then he can use up to four powers a turn, but cannot use the same one more than once (put some more restrictions in there I don't know many of the powers). Then give him the custodes (maybe a 10 man squad or three 10 man squads (calgar got three honour guard squads)) and give them a few special rules for when he is assaulted. Also make it that anything that would target him would instead target them untill they are dead.

WS 4 BS 4 S 4 T 10 W 10 I 5 A 0 Ld 10 sv 2+ invulnerable (maybe 2+, 3+ invulnerable)

Instead of fighting in close combat he can use one offensive power when charged, then one at the end of each turn if still in combat. He cannot use The Gate of Infinity or any other power that could teleport him, however he can use those powers on any friendly unit within 24" of him. Those powers then effect the target as normal. Throw in the same leadership modifying rules. He may also use his soul absorbtion rule on a single target up to 42" away to regain one wound up to the maximum of 10 by taking away a single wound. However, this must be declared when used and it allows the target to use their normal save, but with 1 added to it (3+ becomes 4+). The target can get a cover save against this and if he uses this he cannot use any more powers in that turn, unless it is used during the assault phase as mentioned earlier.

HORUS
WS BS T W I S A Ld Sv
Horus 8 5 5 5 6 6 5 10 2+/4+

Equipment
Talons of Horus – Master-crafted Lightning Claws with built in Storm Bolter.
Icon of Chaos – Horus is immune to instant death, all attacks (including force weapons and strength ‘D’ weapons) do just one wound.
Wardrugs – At the end of his turn, if Horus was is not in assault, he regains a wound (up to a maximum of 5)

Special Rules
Intimidating – All friendly units within 12” become fearless.
I… Live… AGAIN! – If Horus is killed by any means, place him on his side. At the start of the next turn he rises with one wound on a roll of 4+. If he is killed by something that destroys terrain (i.e. orbital decay) he is placed in the nearest safe spot. Victory points for killing Horus should not be awarded until he is finally dead.
Blessings of Chaos – Any turn that Horus is in assault, roll a d6 at the start of Horus’ turn to see how the whims of chaos reward him. Rewards fade at the end of his turn:
1 – Cursed: Lose 1 wound, no save
2 – Blessed by Tzeentch: Invulnerable save boosted to 3+
3 – Blessed by Slannesh: Gain +1 attack
4 – Blessed by Nurgle: Gain +1 toughness
5 – Blessed by Khorne: Gain +1 strength
6 – Eye of the Gods: Gain +1 attack, strength and toughness and a 3+ invulnerable save. At the end of the turn lose a wound

THE EMPEROR
WS BS T W I S A Ld Sv
The Emperor 8 5 5 5 7 5 5 10 2+/4+

Equipment
Eagle’s Talon – Master-crafted power sword
Eagle’s Claw – Master-crafted power fist
Immortal – The Emperor is immune to instant death, all attacks (including force weapons and strength ‘D’ weapons) do just one wound.
Regeneration – At the end of his turn, if the Emperor was is not in assault, he regains a wound (up to a maximum of 5)

Special Rules
Inspiring – All friendly units within 12” become fearless.
I Shall Return! – If the Emperor is killed by any means, place him on his side. At the start of the next turn he rises with one wound on a roll of 4+. If he is killed by something that destroys terrain (i.e. orbital decay) he is placed in the nearest safe spot. Victory points for killing the Emperor should not be awarded until he is finally dead.
Master of Mankind – The Emperor has had millennia to develop his psychic powers. He may use one per turn of his choice. The power must be declared at the start of his turn. The Emperor’s powers do not require a psychic check.
Protection: All friendly models within 12” gain a 5+ invulnerable save
Foresight: The Emperor may reroll one of his own save, hit or wounding rolls this turn.
Beacon: One Imperial unit recycling into the game may be placed within 2” of the Emperor.
Phoenix: Used at the end of his turn. Inflicts d6 wounds on a model within 12” with no armor saves allowed (invulnerable saves allowed). The Emperor then takes 1 wound.

NOTES – GW has long refused to give any stats for the Emperor or the Primachs. No doubt they remember the days when TSR gave stats for Zeus and Thor and the rest so PCs when out and killed them.

Some players have looked at the fluff and said that these legendary characters would need stats of 10 in everything and would automatically kill anything. However I disagree. The background for the Primarchs has them being wounded and even killed by ordinary mortal foes. Even the Emperor was once saved by Horus from Orks. And does anyone really think the Emperor would could rip apart a Wraithlord or Titan? That he’d be tougher than a C’tan?

So I used the Space Marine hero profile, added 1 to everything and then added some special rules.

If you think these two are still too weak, then remember neither was at his peak. They were in the middle of a battle for the future of humanity. Their mental and physical powers drained and pushed to their limits. As they fight this physical battle there is also a psychic battle occurring in levels of reality we can only dream of!

Either that or Kyoto nerfed them to make the game playable.

Take your pick.

As far as powers, I wanted Horus’ to be random and to have a downside. I wanted the Emperor’s to be less destructive but more subtle. So Horus has the higher weapon skill (hits the Emperor on 3s) but the Emperor has a higher initiative and can choose between a power sword and power fist. As the good guy the Emperor has powers that aid his allies while Horus’ powers only benefit himself.
