The Golden Throne, if it's on the table, should be the scenario itself.
And yeah, the soul-absorbing idea is a nice one.
I'd say shorten the effect to 12", but here's what happens:
Any unit, friend or foe, that moves within 12" of the throne will lose its soul on a 3+. Vehicles moving in will roll once for the driver and once for each weapon. Each gunner lost is a weapon destroyed result. The driver being lost is an immobilized result. If all gunners and the driver lose their souls, the vehicle becomes a wreck.
The test is a one-time deal. If you don't get killed when moving in, you've resisted the soul shriving and are immune the rest of the battle.
The Throne itself counts as a T6 model with no save of any kind and the Eternal Warrior rule. It starts with 5 wounds and this number increases by 1 for each soul it takes. The shield is also protection against enemy attacks, so all shooting targetting the throne from outside of the 12" bubble is wasted - it cannot affect the throne, even titan-class weapons like D weapons.
Friendly units deployed within 12" of the throne do not roll for their souls - they are assumed to have already passed the test to stand by the Emperor's side.
What this makes is for a thematic battle where the enemy throws everything at the throne, at great cost. Not only does the defender get to attack to damage and hinder the enemy, but when they get there, some lame attack isn't going to cut it. They need to come in enough force to lose 2/3 of it going in, beat the defenders, then keep their backs clear while the survivors gun it down at close range or hack it apart in cc. Friendly models that go in after to assault the attackers also suffer the soul shriving, but in so doing will also add wounds to the throne.
