Most (not all) comics -- American or Japanese -- are still aimed at teenage boys as the main market segment. Teenage boys are obsessed with breasts and have little or no real life experience with which to compare fantasy breasts. Panty shots are another staple of this genre. It's called fanservice.
If someone gets to the status of a middle-aged married man and is still interested in fanservice there is something a bit wrong with them.

Pfft comic books were little more than softcore pr0n for a lot of guys; they just had cooler stories than their real life counterparts. Why else read/watch Wonder Woman? 
As long as American comics don't have mainstream furry hentai then comic book shops will be a less creepy place.
