Whilst I really hold a dislike of hentai, I wonder how they will make a distinction between an 18 year old big eyed, totally hairless and androgynous looking girl being sexed up and a 17 year old big eyed, totally hairless and ... well, you get the point.
All their female characters are designed to have similar features, geared towards a young look.
I think it will only be the extremely hardcore and unpleasant things they can charge on.
Porn comics for those who are scared of real women will always still be an option, it will just be more limited in scope because ones in which the person receiving tentacles will have to at least appear to be of age. As long as beastie isn't rogering some teen or child it should be ok.

No no no. For a long time there has been a legal grey area in regards to non-video/non-photographed children/underage. In other words if you took a photo that would get you 10 years in prison but drew it instead you would be fine. They are cracking down on drawn child pornagraphy, as they see it.

I hadn't seen anything about it being passed last year but I know that multiple countries have been grappling with the issue of what to do about it.

Although I see what your saying MGS, some fo the stuff I watched when younger, such as Urotsukidoji and Bible Black, the characters are still in school. Not sure what age they are, think its japanese High School, so I imagine thats 17-19. So possibly on the line.
There was a anime fan site I belonged to about five years ago, which had some stuff in its Hentai section whihc made me request having my account Banned/deleted as I no longer wanting to be there. With age ranges of 9-14, that I would imagine is what this law is for.

I find this pretty funny, mainly because none of this stuff remotely resembles reality. I have definitely seen some pretty sickening anime, that is clearly perverted, but a lot of it just goes over my head. I also know plenty of petite chicks that could pass for younger than 18, even well into their 20's.
Reality of Anime... like I said, over my head.
This one seems to work in reverse, where the reality looks younger than the comic. In general, it seems like a pretty blatant invasion of artistic depiction, that could open up some obvious loopholes for people with really loud opinions.

The 'underage' impression of Hentai comes from a long standing quirk in Japanese law which prohibits animators from depicting images of pubic hair. This law was intended to promote decency in mainstream animation long before Hentai was part of the culture.

I blame the interest groups, they are obviously the cause of all this. Without them, there would be no problem in this area...
