In 1994 GW rebooted 40k, throwing out all the old rule supplements and army lists. Then they did it again in 1998.

It's doubtful they'd ever do that again but let's say they did and you had a chance to direct it. What would you change?

My top 3...

Marines are an elite force, a typical marine has S5, T5, 3W and a bolter is S4 assault 4 24". A 1500 point marine army has like 20 models and a vehicle.

Eldar are a dying race. Guardians are not fielded in unarmored mobs but as support crews for heavy weapons. They come in groups of 4-10 with one weapon platform per 2 guardians, swap one platform for a sheild generator (4+ invul). In exchange Eldar get some kind of crystal skeleton thing as their cannon fodder.

Dark Eldar are dropped, Hoards of Chaos (who can include a unit of Chaos Eldar) get added. Mutants, cultists, traitor guard, psykers and all the cool stuff we've read about in Dan Abnet's books but never got rules for.

I'd redo the whole system. Solidify all the rules and have teams that make the rules communicate with each other. Go for more strategy and probably do a warmachine style turn structure where each guy moves and then shoots but not in whole sweeping phases.

Also be crystal clear about every confusing rules and give an example of it. Also specifically say what does and doesn't stack aka use of words like cumulative and such.

i would make Marines customizable again with chapter traits.

i would Squat DH and WH and make codex: Inquisition and Codex: Grey Knights(it seems like it will happen anyway )

I would either Squat the T'au(eaten by Nids) OR give them Human auxiliaries and the options for an all kroot army and I would definitly SQUAT etherials(40K players for Grimdark T'au )

Codex: Mechanicus and Codex: Rouge Trader would come out.

Codex: IG would be remade to be more customizable. Bring back Regimental Doctrens

CSMs and Deamons would be combined again, but with options for a force that is totally CSMs OR Deamons.

Why not release them all at once? Or release like a core book with core units of all the factions and then suppliment them with newer units later. Giving everyone a clean base to build from and then rapid release codexs so you don't look at armies who get no love for what.. 10 years? Aka Daemonhunters / Dark eldar.

As far as I remember they were the traving Adventures/Traders/Mechants/Mercanaries
They used to have a heavy ability to costomize.
The cosest you can get now is DH/WH list

they are individuals that own Warp capable ships and have a Contract(many are signed by the Emperor himself) that authorizes them to have contact and even dealings with Xeno cultures.


they are given free reign to travel wherever they please and are permitted to own planets(if they can afford one)

they are the ones who normally discover new planets and venture beyond impierial space.

they are also allowed to use and own weaponry that is Xeno in origin.

Many Rouge Traders have Xeno crew members on their ships.

How about putting the mini-rule book in every army box so new players don't have to get a half-assed ork and marine force if they don't want them.

Or even better put the rules online as a PDF (and sell them in print).

But we're getting off topic.

If you've got carde blanche with the rules and the army lists what would be different?

Oh I'd also move to an action point system.

Is it seriously Rouge or is it Rogue? Cause Rouge is make-up.

But I think merc forces would be awesome, like have unique units that will only work with specific forces but you'll have to rework to fluff away from the whole WE HATE EVERYONE!

All Orks would have T5 and in close combat, they would have at least a 5+ invulnerable save, pulse rokkits and boarboyz would come back.

Rapid fire dice would come back.

Invulnerable and cover saves would be separate from regular saves.

Vehicles would always be able to fire their weapons at as many targets as they can draw a bead on, but secondary weapons would have a lower BS because they are not being directed by the commander.

15MM miniatures, but with the same movement rate, weapon ranges and blast radii.

Thats what I figured but I also thought I was being messed with lol.

I would like something that favors smaller amount of units needed and rewarding for using different things like they are more specialized or form a better synergized list. Like I'm tired of having to use like 6 squads of the same guys with the same pretty much wargear in the same transport blah blah blah. Its so damn boring.

Schedule.

Set a schedule for release. Stick to it.

I'd also like to see ONE big space marine codex and then some OTHER GOOD CHOICES. You know make all armies competitive and current rules valid, before changing the rules, again..

I don't think you should have to change the rules 8 times to get it right. GW must be doing it for 2 reasons...
Either

A.) They are STILL trying to get it right. (I'm not buying this one, even though you could write a book of errata after each time)

B.) GW wants to constantly change things up. Make things come and go in popularity and strategy. And get folks to spend money, duh.

So, its like rather than put in the work to release a good solid rules set, and then set up a release schedule, and release good solid competitively balanced armies, that would automatically instill a natural ebb and flow of strategy and popularity, they simply do everything half assed and then go back and change the rules to shake it up a bit once an overpowered army or list has taken over.

A new rulebook without all new codices is a fantastic waste of time. There are smarter ways to get me to spend money AND have a great product line.

GW is like a woman that you love, but you just can't stand.

I'd drop Space marines as their own army and make them an elites choice to IG. Make a Codex: renegades that include chaos space marines as elites, Orks get clan rules, Eldar get craftworld rules and Dark eldar get a new codex and good models. Pretty much everything else stays the same.

Push non MEQ armies. Make the fluff attractive and the rules good.

And hire a proof-reader and editor. They amount of typos is disgraceful, never mind the number of mistakes and unclear rules.

drop all vestige fantasy elements - rename and redesign orcs, eldar of both types, and necrons. Make them really alien, not fantasy wannabes. Keep the flavor of what they have now, more or less, just not fantasy!!!

Otherwise change Chaos to were its a bit more like H.P Lovecraft then it is now. more then 4 chaos Gods - some totally downright evil, some somewhat good, others neutral allowing for uber diverse chaos armies representing all sorts of thangs. Because that should really be what chaos is all about - endless possibilities good and bad.

All over the U.S.

1)Switch to a d10 system

2) Combine SM's into one book that has stream-lined rules for the variant chapters and redesigned models to look more like Space Age Knights

3) Combined Inquisition Book that has stream-lined rules for the variant builds.

4) CSM's get the same stream-lined rules treatment as SM's

5) IG much as is now but incentives to run themed armies

6) Eldar Get their Craftworld specific build rules back but no longer has squads larger than 10 (8?)models

7) Orks a mix of how they are now and how they were previously. Basically, make themed builds workable and change some of the Nobs abilities to where other units become more viable.

8) Necrons- Take away phase out, Improve Pariahs, Replace we'll be back with FnP, and give them the ability to make other units into troops depending on the type of Lord.

9) Tau-Update and give them the ability to field more auxilla.

10) Bring Back the LatD and incorporate demons into them.

11) Ad-Mech Codex that Features Dwarves as the primary fighting force.

12) Free Companies and Exiles provides rules for mercenary forces using Prince Yriel, Farsight, Kroot mercs, Catachans, and a mysterious SM outcast. Basic troops would be GEQ and elites would be same as Commanders.

13) Marauders and pirates would be Dark Eldar, Orks, LatD Traitors, Some form of looted Necron tech, Caged Tyranids

14) Tyranids adapted with biomorphs unique to each hive fleet


That would be a start. The move to a d10 system would make a huge difference in unit stats that would allow for each army to become more unique.

The only other thing I would do would be to improve the consistancy of model scale to model movement.

I wish warhammer had tier lists that rewarded you for using specific units / hq combination like making them a bit cheaper or give them a special rule for the first turn of the game or something like that to reward fluff armies with out making them terrible.
