The Past
It's been 20 years since NI Day, since the UN was smashed by the alien invaders. The N'ss left after ensuring we would never be able to mount a counterattack. They bombed cities, left entire nations as piles of dust. What followed was worse than what anyone could have ever imagined. The remaining UN outposts were brutally smashed by a faction known as the Conclave, led by a megalomaniac known as the Voice. The Conclave wasted no time in consolidating it's power and bringing the populace under control. The next few years were marked by a violent pogrom against free thinkers and any that refused to bow to the Voice. In the end, the Conclave had killed more than the N'ss and the Terran Civil War combined. It only got worse when they found out about Project Lazarus. The UN had set up a contingency plan in case they lost the war. They intended to find a way to raise the dead, negating the damage the N'ss had wreaked on Earth. 2 years ago, something whent wrong, and flesh eating monsters roamed the Canadian plain. Now the Conclave wants the power to create undying soldiers, so they headed for the Lazarus Facility in Canada. The Lazarus Guard and a group of resistance fighters from the states drove them off, but not after discovering something much, much worse than zombies and ghouls... They found Vault 17, and unleashed the horrors within. The resistance fighters managed to kill the Hive Mind that was controlling the Mycomorphs in the Vault, and the facility was thought secure. Now, both the Conclave and the UN Remnant are seeking it out. The UN to fix their mistakes and create true life, and he Conclave to create a new breed of super-soldier.
The Present
Two years have passed since the Lazarus Affair, a bid by both the UN and the Conclave to secure the Lazarus Facility, a massive science station attempting to reanimate dead tissue to mitigate the losses suffered during the N'ss War. Project Lazarus was a failure, all those within were either killed or became something far more than human, and something far less. During the initial attack, the UN and Conclave forces suffered near total losses, with a single squad of UN soldiers making it out alive. During the evacuation, the UN lifted Herbert West and Strelok Tauben, two Lazarus scientists and components of the Lazarus Guard. Rather than see the Facility fall to the Conclave, the UN called down an orbital strike, blasting it to rubble even as the Conclave arrived. Now, the UN prepares to strike at Conclave held Chicago, to liberate the city from the hands of the Voice, the enigmatic leader of the Conclave. This is where our story begins, with the UN preparing for Operation Anvil...
Factions
Conclave
The Conclave is the current reigning faction in the remains of Earth, crushing any resistance with an iron fist. Their populace is composed of emotionless dull-eyed drones, who trudge about seeking to please the Voice with their labors. Their soldiers are distinctive in their gas masks and black uniforms. Original thought is a crime in the Conclave, and the law is enforced brutally by shotgun toting Enforcers.
Soldier- The basic footman of the Conclave's endless army.
Starting Equipment: Machine Gun, body armor, medikit, pistol, 5 grenades
Enforcer- The de facto gestapo of the Conclave, Enforcers prowl the streets with their shotguns, meeting out punishment on free thinkers and non-conformists alike.
Starting Equipment: Shotgun, medikit, riot armor, 3 nerve gas grenades, riot shield
Thought Policeman- These psychics patrol the streets, hunting down thought criminals and resistance members.
Starting Equipment: Reaper Pistol, flack vest
Special Rules: Psychic (see below)
Ghost- Cloaking snipers that can kill whole squads before they even know he's there.
Starting Equipment: Sniper Rifle, flack vest, cloaking device, combat knife, pistol
Phantom- The utterly lethal Phantoms trail their prey under the cover of a powerful cloaking device, tearing into them with wicked neural-scythes.
Starting Equipment: Reaper Pistol, flack vest, neural-scythe, cloaking device
Engineer- The technicians of the Conclave are unique, as they are allowed to develop personalities to help them come up with creative solutions to problems.
Starting Equipment- Flack vest, pistol, multi-tool, servo-arm, 3 demo charges
UN Remnant
The Remnant has fallen on hard times, the Conclave constantly hammers them in combat, and recruitment has dropped to near nothing in the past months. They fight a desperate war against a seemingly unstoppable foe.
Soldier- The basic footman in the UN army.
Starting Equipment: Machine Gun, body armor, medikit, pistol, 5 grenades
Heavy Assault Trooper- The heavy assault trooper is the shock and awe unit of the Remnant, dropping down on enemy positions and dealing incredible damage with their Ripsaw guns.
Starting Equipment: Ripsaw Machine Gun, PLEX armor, medikit, pistol, 5 grenades, 2 det packs
Sniper- Marksmen renowned for their ability to pick off foes at insane distances with their long rifles.
Starting Equipment: Sniper Rifle, pistol, flack vest, 3 nerve gas grenades
Psych- UN psychics that are trained to root out traitors in their ranks.
Starting Equipment: Reaper pistol, flack vest
Special Rules: Psychic (see below)
Jump Trooper-Using experimental jet-packs, the jump troopers take to the skies, bringing death from above.
Starting Equipment: Assault Rifle, body armor, medikit, pistol, jet-pack
Engineer- When a bridge needs to be built, or a factory bombed, the UN calls in an engineer.
Starting Equipment- Flack vest, pistol, multi-tool, servo-arm, 3 demo charges
RULES
To perform an action, simply state what you want to do. The game is played In Character, and everything you do or say will apply directly to your character. If you are speaking out of character, be sure to write OOC before you post.
WARNING: THIS GAME IS LETHAL!
Chances are, a couple of you are going to die over the course of the RP, whether another player hits you with nerve gas or a Vivisector cuts you into your component pieces. When your character dies, you can make a new one, and I'll fill in how they enter into the current scene.
I must ask that everyone use the format below for their character.
BASE STATS
(Rules written by BerserkSteve)
You have 20 points to divide among your stats, but you must have a minimum of 1 in each stat. The maximum point value for any stat is 6, but can be raised higher by mutagens or other effects.
Strength, The ability to carry heavy objects and inflict more damage with your strikes.
Agility, A person's speed and dexterity. This is how well they can dodge and hit an enemy.
Toughness. How healthy and fit you are. This is for resist damage and decrease.
Will Power. Your ability to reason. This will help with Psychic powers and your ability to find and notice things.
Intelligence. This is knowledge. This is how much you know and how well. This is for doing complex skill tasks like computers, history, math, writing and medical.
Charisma. This how well you can communicate with and lead people. This will help with leading and persuading people. Clearly only works on NPCs.
SCARS OF LAZARUS
If you are playing a character who was involved in the Lazarus Affair (as seen in the Lazarus RP), you may select one advantage and one disadvantage. If you choose an advantage, you MUST choose a disadvantage, and vise versa. Below is a list of some examples of advantages and disadvantages.
ADVANTAGES
Alert Having fought through hordes of the horrible once-men, you have learned to expect the unexpected, and as such are more aware of your surroundings.
Jaded Nothing in your life was as horrific as the Lazarus Affair, and you are immune to the mundane terrors of this world.
Strategic Dismemberment You've killed enough mycomorphs in your time to know that a well timed removal of a limb can mean the difference between life and death.
DISADVANTAGES
Necrophobia In your experience, the dead rarely stay dead, and you have an acute fear of the dead and their sightless, blank eyes.
Flashbacks You suffer horrific flashbacks at the most inopportune times, fighting battles long since past.
Dementia Your mind has snapped since the Lazarus Affair, and you can see the shapes of mycomorphs everywhere, whispering their secrets to you in the dark.
PSYCHIC POWERS
Both the Conclave Thought Police Officer and the UN Psych are psychic, allowing them to use psychic powers. All powers are subject to the standard rules for all tests. As a psychic, you can perform both telepathic and telekinetic feats. Describe in detail what you intend to do before you do it, allowing me to set a difficulty for the test.

Personality: Cautious and careful, a good "people person," but frequently oversympathetic. He chose to be a sniper so he doesn't have to look people in the eye when he kills them.

Personal History: born and raised to a family of travelling merchants along the northern coast of what used to be Rhode Island, he and his family were swept away by a large flood, dragging them out to sea. Floating on what remained of his caravan and eating the scraps of food stored, his parents passed away shortly before he was rescued by a Conclave freighter. Though they had planned to kill him, he proved to be extremely entertaining, and a more than competent chef when needed. He would work for almost nothing, and when the ship returned, he was hired as a servant boy. A surprise attack by the Remnants led him to be armed with a small pistol, but he hesitated and failed to kill anyone. Sympathy from the Remnants alone saved him, but when he took a sniper rifle from a dead soldier, a friend of his, a burst of adrenaline and hatred drove him to quickly and efficiently decapitate seven Remnant soldiers. Later that night, and for the nights to come, he regretted that day, but earned a place among the Ghost soldiers. Reluctantly, he spends his days at an outpost far from the Lazarus Project, alongside a few books that he salvaged, killing only the direct threats, and letting the others slide.
Worst Fear: The sea. After being stuck there with almost no food and watching his parents die, I'm sure you can understand why.
Hopes For The Future: Rise through the ranks of the Conclave to a commanding position, to avoid any direct conflict and make the most of his speech skills.
Motivation: Hopefully to do enough to get out of the job of killing people and into a more "civilized" position.

I'm working with the traditional system, with a bit of actual rules. I find the PAN system (which I invented) works great if you want rules, but still want a large roleplaying element. I'm planning on having the players write a short description of their actions, and make a test if they're is a chance for failure. I hope that answers your question.

Scott was a medic on Dez's squad, who was killed by Ghosts outside of the Primary Gate as he ran for cover carrying the wounded Dez over his shoulder. Nick was a member of his squad as well, transforming into a howler and biting off James' hand, then was decapitated by Rachel.

After encountering the first mycomorphs (horrid Dead Space-esque monsters), the UN Team met up with James, a Conclave Ghost posing as a UN sniper. After meeting a psychic names Frank, who died almost immediatly, the group entered Engineering, and fought a big-ass monster who almost tore Rachel in half. Later on, James confesses to being Ray, a Conclave Ghost, and claims he defected. Rachel and Gaz rough him up a bit, but Dez voices in his favor. Then the cinematic Tram Scene occured, with the players hurtling through the Facility with mycomorphs clinging to the side. After that, and after Dez dies blowing up the tram and saving everyone, they meet Herbert West, who tells them the sad story of why everything now sucks the way it does. Meanwhile, Rachel goes solo and crawls around in the vents, looking for a way to turn the power back on. Ghouls...meat cult...bla bla bla.... dramatic ending. Read the last page of Lazarus for the finale. Note, this is a very brief gist, which can't encaptulate the spirit of Lazarus.

Your character is fine. As for the PAN system, I set a difficulty range, often 1-10. I select a number in said range, as do you. If your number was within 2 digits of mine, the test was a success. The range and number of digits will change depending on the difficulty.
