If I were to make a stab at it, I would guess Warriors of Chaos or Ogres. Both can be built to a low model count.
Additionally, chaos allows for a lot of conversions. For example, do something crazy to one of your standard infantry, and now he's an Exalted of chaos with tentacle mutations. Things like this can get you out of buying character models.
I hear complaining about Ogres, but it should be said that they are likely to have new rules around the corner. I know Warriors are a solid army.

WoC also look amazing, but don't they have issues against horde armies like Skaven and Empire?

Depends how you make your warriors: you can do a horde army with them too (lots of marauders which are only 4pts/model!). They have amazing stats for 4pts, equal in all ways to 6pt empire swordsmen. The reason is chaos has weak shooting and is almost all CC. Hounds are good too as cheap units with an option for lots of models. Chaos warriors have 2 attacks each though, great armor and come base S4. Pretty big deal. Give them a mark and watch them go wild. Also, the Chosen-Star is pretty good (can get a 3+ ward on top of a 3+ armor VERY easily). Both armies are elite though and I can't say much on Ogres, except I like their models. Can't go wrong with any army you enjoy the look of-even if you do take a few beatings, you'll still be playing an army you like. And that's all that matters.

Make sure the unit champion takes the Favor of the Gods, the unit takes HW and shield (gives the 3+ armor) and Mark of Tzeentch which gives a 6+ ward, 5+ parry save, then if you get an 11 or 12 for your roll on the table, you can make it a 12 (favor allows you to add or subtract 1 on your EotG roll). There are tricks to give the unit terror as well with a banner, negating them from most of the chart, so that it's fairly easy to get the 12 you need. Check YMDC on the favor of the gods section and it'll talk about how.

WOC can do fine against skaven if you know what to do. Lure him into the woods so his numbers count for nothing, and only pure asskickery will determine combat resolution. Engage them in combat as soon as possible, pedal to the metal. Once you start swimming through rats they will fall away quick enough because chaos puts out so many attacks. Also, do your best to avoid blocks of slaves. They will try and lock you down and shoot and magic you while you chew through the pile of unwashed bodies.
Of course, if you like the way ogres look you should go that direction. It will help you stay hyped about the army and you'll be in good position to benefit from one of the first 8th ed. books.

I think that, for what you get in the box, the Ogre Kingdom Battalion box is the absolute best deal out there... My grand army (so far, consists of 3 battalion boxes, and another box of bulls for rounding out units and random characters)
Honestly its so much a better deal than my other fantasy army, DE.

Um...I think you should be changing one of those groups to "Skaven"....you have WOC vs Chaos in your situation above...which are both the same thing. Then you mention rats and slaves which are definitely skaven. I don't wanna try to wade through and fix it myself, it's too early in the morning, so I'll let you edit to your heart's desire.

Ogres is by far the cheapest.
They are lower-middle tier I think. But hopefully new rules in X months. And they're just damn funny.
Chaos has a ton more options. A crazy amount of options. And it's one of the top armies. So you could conceivably have a 5K point army based solely on them and have a zillion different options. 5K points of Ogres would mostly be just lots and lots of ogres.

Hmmm... I definitely narrowed my army choice to OK and WoC... Just got to decided between the two.
OK - Large monstrous stuff, looks like fun and has lots of character.
WoC - Easy to paint, loads of Warriors which are crazy good and also contains Ogres, but not the awesome ones.

Well after a particularly bad (major understatement on bad) week, I decided to treat myself to the start of my Ogre army.
I thought the Batallions had all gone up in price, but the Ogre one is still £51.80 in GW. I got the box and another unit of Bulls (and glue as I ran out) for £73.
Seeing as though I don't like the metal character models, should I use one of the Ironguts as a character model??? (Suitably converted of course).

That works well. The leadbelchers models can easily be converted into extra bulls if you want maximum infantry for your money. And provide a nice amount of variation in units. Just convert extra armor or a suitably fancy cloak or gut plate and you have have a bruiser/tyrant. Green stuff some butchers apron and suitable gore/bones/tools for your butchers. Lots of potential for different conversions.

The bull models work great as a basis for a bruiser/butcher, but IMO its too small for a tyrant, unless your conversion includes making it taller/bigger around.

Yeah, I won't be using the LB sprue (keeping it for the new book and making double barrelled Leadbelchers).
I think I have enough parts for:
Bruiser
2 Butchers
5 Ironguts (with SB and Bellower using the HW arms)
6 Bulls Inc command
6 Bulls Inc command (from the additional Bulls box)
20 Gnoblars plus the ones from the Ogre Sprues.
Not sure on points yet, but I'll guess it's a fair stab at 1000.

Actually if you buy spare square bases you might have near 40 due to all the ones on the Ogre sprues.
High Elves are pretty cheap, buy 3 IoB sets for $120 each on ebay, the Prince/Noblel box for $20 and you have a BSB, 2 Mages, a Prince on Steed to go with the cavalry, 2 blocks of 30 sea guard and swordsman. 2 Cavalry units one lead by your prince, can proxy these as silver helms or dragon princes. Can probably offload 2 Griffon lords at a bazaar and get $10 for each of them use that to buy a repeater bolt thrower.
Or buy 1 IoB set and a battalion and the prince/noble box use the spearman as sea guard or the sea guard as spearman just put whatever you want the unit to be in the front rank. Spend maybe $20 on ebay for 10 more swordsman and you get a RBT off the bat, a chariot and a unit of 20 longbow man, less calvary but 5+prince is good.

High Elves were my third choice behind Ogres and Chaos. I decided on Ogres as they have the most character out of the three and are the cheapest army by miles.

Good move, they were my first Warhammer Army choice as well
Get some scrap launchers when you can or make your own, a good example would be a Rhinox with a lead belcher riding on it, throw in some gnoblars running around it. Check ebay for Ogre bodies too, you will get a ton of bull bitz in every battalion so make use of them, average price is $18 for 4 bodies but if you can get em for $15 jump on it.

Ogre's are not my first Army for WHFB. They are for 8th Ed, but I have had every other army for WHFB except Ogres and Daemons. I didn't want Daemons due to the cheese factor.
I'm way ahead of you for the Scraplauncher conversion. I was going to make a Howdah and have a Mortar/Cannon on the top with some Gnoblar crew and have it looking like it was in a caravan convoy by armoring it up as opposed to the stock model's look.

Not a bad call there, mortar/cannon kit gives you 2 big guns and 2 rhinox $25 for the cannon kit and $30 each for the Rhinox aint bad. Would love to see them when they are done!

Not gonna tackle them yet, I'm going to learn how to play WHFB first and then wait to see how the new book turns out before I commit to any more model purchases.
I think I have 1000 Points so far... Might get another Batallion once these are painted, just to save some monies.
