In what the State Department is calling an “historic step” the United Nations Human Rights Council in Geneva Friday passed a resolution supporting equal rights for all, regardless of sexual orientation.

The resolution, introduced by South Africa, is the first-ever U.N. resolution on the human rights of lesbian, gay, bisexual and transgendered persons.

It passed with 23 votes in favor, 19 opposed and three abstentions, amidst strong criticism of South Africa by some African nations.

Suzanne Nossel, Deputy Assistant Secretary of State for International Organizations, tells CNN

“It really is a key part in setting a new norm that gay rights are human rights and that that has to be accepted globally.”

“It talks about the violence and discrimination that people of LGBT persuasion experience around the world,” she says, “and that those issues...need to be taken seriously. It calls for reporting on what’s going on, where people are being discriminated against, the violence that is taking place and it really puts the issue squarely on the U.N.'s agenda going forward.”

Divided opinion continues among some countries about whether the time has come to take up gay rights in the U.N. forum, Nossel says, “so this resolution is really significant as far as gaining widespread support for doing just that.”

The State Department lobbied intensively for the resolution and Nossel says the U.S. was pleased to see African leadership, from South Africa in particular, as well as strong support from South America, Colombia and Brazil.

The resolution also will commission the first-ever U.N. report on the challenges that LGBT persons face around the globe and Nossel says the Obama administration hopes it will “open a broader international discussion on how to best promote and protect the human rights of LGBT persons,” Nossel says.

In March the U.N. Human Rights Council adopted a statement, supported by 85 countries, on gay rights called on “Ending Violence Based on Sexual Orientation and Gender Identity.”

Secretary of State Hillary Clinton has made gay rights a key focus of the State Department’s human rights agenda, expressing her view that “gay rights are human rights and human rights are gay rights.”

In June, at a Gay Pride event at the State Department, Clinton said “Men and women are harassed, beaten, subjected to sexual violence, even killed, because of who they are and whom they love. Some are driven from their homes or countries, and many who become refugees confront new threats in their countries of asylum. In some places, violence against the LGBT community is permitted by law and inflamed by public calls to violence; in others, it persists insidiously behind closed doors.”

The State Department’s Suzanne Nossel tells CNN “its not like discrimination or violence are going to end over night” because of the new U.N. resolution “but now….when there are proposals in parliaments or legislatures around the world to illegalize gay activity or repress people because of their sexual orientation, opponents can point to this and say 'hey the U.N. has spoken out, there is a resolution that rejects this squarely.'"

"That is the way these international norms are built," she says. "Its not from scratch – on women's rights, on minority rights – it builds up over time so this is really a critical beginning of a universal recognition of a new set of rights that forms part of the international system.”


Well, that's new. But I doubt it'll make any difference.

About time, I for one am glad that this is about.
No one should be discriminated due to whom they love or which gender they are or wish to be. We are all human (...well most of us are ) about time we actted like it to.

I'm sure the resolution from a group including such fine standing countries as Iran really isn't Potemkin village nonsense and will be immeditately implemented. I'm sure Iran won't hang/stone or otherwise execute homosexuals any more because of this resolution. I'm sure this resolution means exactly as much as the resolutions on women's suffrage and rights.

I think everyone should be happy now that we've ended discrimination.

Now excuse me. I have to go change into my Tye Dye shirt, blow some soap bubbles, hug a tree, and sing Age of Aquarius.

You don't wait for people to change and then ensure their equal rights. If we did that then Jim Crowe would still be in effect.

You pay money for things you like, you pay money for things you don't like. If we cherry picked taxes nothing would get funded, ever. No roads, no fire dept, no military, no health inspectors.

If I believe that people should not be discriminated against based on their sexual orientation and that governmental bodies should enshrine that right, how is it hypocrisy? I think you may not really understand what that word means. Your making the same argument every time and it is just as sad and weak in each post. I know that Iran isn't going to change overnight and the people who were involved in pushing this forward also know that. Only fools would think that is the intent. Everyone knew that the KKK wasn't just going to hang up it's hoods with the passage of the ERA but for some reason they went ahead and passed it anyway and things did change slowly. This won't change things immediately, but over time it makes a difference.

If you check history you'll find that George Bush, the US and British Military' governments made very sure to base the invasion on a UN resolution.

To say it wasn't necessary is like saying the police can kick their way into someone's house without a warrant.

Well you can actually, but thats a separate thread.

UN reoslutions are irrelevant to US military action. The only thing that matters is if its Constitutional. But again this is not meritorious to the topic unless someons plannin to go to war over gay rights and wants the UN's approval.
