None exist, and it's likely not possible since the planet has a lot of mutants.
Plus it's an Astartes Recruiting World, which means they get to dodge the draft.

As a side question, how does this whole "Astartes recruiting world being exempt from the tithe" thing work? Some Space Marine homeworlds do have Imperial Guard as well. Is it some kind of optional thing? Or is it up to the Space Marines to decide whether or not the population of the world gets to enjoy that particular perk? Anyone know?

If you are an Astartes recruiting world or Home world then yeah, you are exempt from providing IG regiments as the planets resources are geared toward serving the chapter. However some chapter planets and systems (Ultramar, I'm looking at you) are able to provide regiments for the guard as well as recruits for the chapter.

That has the makings for a conflict of interest story. What happens when the Lord Commander General Poobah of the Guard tells the Ultramar 2167th to do one thing, but Calgar politely suggests that they do something quite different?

They do what Lord Calgar tells them to do.
Ask yourself the question, Who would you listen to?
Calgar.
Technically, Lord General Poobah would have the authority here. The regiment would obviously be exceedingly loyal to Calgar, but they are still an Imperial Guard regiment and follow the Imperial Guard heirarchy, one that Calgar is not part of.
So, legally, Lord General Poobah could kindly thank Calgar for his polite suggestion but then tell him to feth off.

I can think of many things that would be detrimental to my health, and telling the Chapter Master of one of the most powerful Space Marine Chapters in existence to feth off is right up at the top of that list.

Oh definitely. And in all likelihood Calgar probably did have the better idea, and your forces may suffer a crushing defeat for both ignoring his advice and pissing him off enough to make the Ultramarines leave.
But come on, the look on his face would be totally worth it.

Baal's population really isn't up to providing guard regiments, there aren't any large cities like other planets and the locals pretty much live like they're in a Mad Max movie.

Baal became a death world at the end of the dark age of technology. The desserts on it became Radio-active and mutants began roaming it. The mutants banded together to form tribes and clans. Sangiunes landed there and rose to power as the leader of a tribe slaying all that attack him with his bare hands.
Every year the Blood Angels recruit from an arena in the middle of a dessert.

Chapter worlds are exempt from tithes (bar the geneseed one), they are under the sole ownership of the chapter. Most chapter worlds do not have the population to produce guard.
Happygrunt wrote:They usually have a PDF though.
Not really, most chapter worlds have a population below standard IoM tech level, with most being feral. Chapter's usually like to keep it that way so having PDFs makes little sense.
@ OP: Baal is a hell-hole with a tiny population, it would not be able to produce guardsmen.

Since it's a legitimate question, I just wondered why we haven't seen that play out before. I mean, come on, a Guard regiment trapped between loyalty to their hometown Marines, and their Guard higher-ups? What's not to love about that story?

There will be no conflict. The hometown marines are most likely pretty distant and rarely seen, the commisar isn't
