Wargear:
Emperors Armour (Grans "ooh shiny!" special rule)
Emperors Sword (+extra 3D6 to AP rolls, Power weapon, Rending,)

Special rules:
*The God Emperor - Should the Emperor suffer a wound, instead of rolling armour and invulnerable saves the enemy rolls 10D6 (regardless of wounds) then on a result of 58+ the Emperor of Mankind suffers 1 unsaved wound.
Imperial Truth - All Friendly models on board get Emperors Ld of 10. Additionaly They get Relentless, Stubborn, Fearless, Preferred enemy (Orks, Daemons, Eldar, Heretics and Chaos Space marines)
The Anathema - All Daemons suffer automatic D6 wounds when they enter the combat via deep strike and 2D6 when they move within him.
Psyker - the emperor of mankind can use any psychic power he wants.
Terrible father - Should any primarch be part of your crusade you must roll a 2D6 at the beginning of the game to determine the amount of legions turning traitor, should a double be rolled 2 legions will be lost.
Ooh shiny! - All Lootas and Flashy Gitz gain the "rage" special rule with the exception that they have to target the God Emperor and may shoot instead of running towards him.
Emperors Sword - Counts as a Thunderhammer, but uses models initative rather than normal "1"
Fearless, Eternal Warrior, Counter attack, Fleet, Move trough cover, Furious charge, Stubborn, Stealth, Tank hunter, Psyker and Preferred enemy (Orks, Daemons, Eldar, Heretics and Chaos Space marines)

Hey, guys, I know I'm probably beating a dead horse here, but remember the time the Emperor got his ass handed to him in a fight by an Ork Warboss? What makes you think he's got T10 and 30 Wounds? What makes you think his stats are any better than the average Inquisitor?

...the fact that Orks get stronger the more friends they have? Ullanor was the turning point of the Great Crusade and the biggest Waaagh! ever recorded. The Waaagh! field generated by so many boyz would be of enormous proportions.

You do realize that this means that your opponent has about a 1 in 10000 chance of doing a wound, right? If you want to keep this the Emperor needs to be around 20,000 points. (srs)
I'd probably just make it so the Emperor has a 4+ invul that he takes on 2d6.

Killing my favourite son because he kills a random dude as I die: If the Emperor is down to one would he can fire a single str D AP 1 unlimited range attack that causes instant death ignores eternal warrior and all other rules as well as vehicle structure points. After executing the attack replace the emperor with the golden Throne.

Golden Throne
WS: 0 BS: 0 Str: 0 T: 2 W: 1 I: 0 A: 0 Ld: 10 Sv: 2+ (he is still in his armour for some reason)

Special Rules:

The Golden Throne is Failing: Every turn roll 1D3, on a roll of 1 the emperor dies causing a psychic backlash that kills every psyker regardless of wounds, special rules, or saves. Remove the emperor as a casualty, and all Imperial units roll a D6 with the following results

1: The entire unit is removed as casualties.
2: The entire unit automatically goes under the control of the opponent.
3: The entire unit suffers -5 leadership for the rest of the game.
4: The entire unit begins to retreat and cannot regroup no matter what.
5: The entire unit cannot move, shoot, assault, or attack in close combat for the following turn.
6: Every model gains furious charge, rage, and preferred enemy.

All models that are part of a Chaos Daemons or Chaos Space Marines army becomes fearless, gains +1 strength, +1 initiative, and +3 attacks as well as furious charge.

Still a Corpse, but a Holy Corpse: Every Imperial Model within LOS of the Golden Throne is fearless.

I LIVE AGAIN!: Every turn roll 1D6 after rolling the 1D3 for the golden throne failure (if the golden throne fails disregard this), on a roll of 6 the Emperor comes back to life, replace the Golden Throne with the Emperor.

The key to trolling is either making things more believable so people take your side and fight for it, or so outlandish with just a shred of truth everyone laughs at it and then goes home and thinks about it. If you wanted to get more realistic instead, you should listen to some (not everyone's) suggestions of balancing him out a bit more.

Wargear: Golden Armour, Flaming Sword

Progenitor: His was the geneseed used in the forging of the Primarchs, and through them, the Space Marines. The God Emperor of Mankind has access to all Psychic powers in any of the most recent Space Marines codecies. The GEoM may use as many shooting attacks and psychic powers as he wishes to, as long as he does not use the same one more than once.

Light of Man: Any friendly Imperial units are Stubborn for as long as they are within 60" and LoS of the God Emperor of Mankind. Any friendly Imperial Units are Ld10 as long as the God Emperor of Mankind is alive. If the God Emperor of Mankind dies, is removed from play, or otherwise ceases being represented on the battlefield, any friendly Imperial units must pass a Leadership Test, or fall back 2D6".

Redemption: If the God Emperor of Mankind kills an opponent's IC in close combat, you may have that IC be reduced to 1 wound instead. If you do so, that IC makes an opposed leadership test against the God Emperor - if it passes, both models take 1 wound. If it fails, you gain control of the IC for the rest of the game.

Psyker: The GEoM is a Psyker, and may cast up to 4 Psyker Powers each turn. In addition, his weapon is a force weapon that requires no psyker test to activate, and he is immune to perils of the warp. He may take a wound in order to use a psyker power beyond this limit, and without a psychic test.

The Golden Path: The GEoM has a vision for humanity - one with them at the forefront of the galaxy. An army with the GEoM has Preferred Enemy (Everything), and the GEoM counts as an additional objective or killpoint, depending on which mission type you play (He grants you a killpoint if he is alive, and the enemy 2 killpoints if they kill him!).

Golden Armour: Psychic Hood which functions on a 3+. Provides a 2+ armour save and a 4++ invulnerable save. The GEoM may take an invulnerable save against 4++ in order to increase this save to 3++ until the end of the current turn, but if it's failed, the save is reduced to 5++ instead. The Golden Armour provides Regeneration, Eternal Warrior, and Feel No Pain.

Flaming Sword: A witchblade that grants an additional D6 attacks. Provides the GEoM with the following shooting attack: Template S6 AP2 Assault 1 - Place the acute end of the template within 12" and the large at least as far, or farther away.
