Once again, proposed Emperor rules that make no sense. I very much doubt he could take down Titans by himself, so all 10s is ****** ridiculous!!

Some that have said that tales of the Emperor's feats are exaggerated, are probably spot-on. If anything, I would imagine the Emperor as having a statline equal to the combined stats of Draigo and Mephiston, something like:

WS7-BS5-S6-T6-W5-I6-A4-LD10-SV2++

Without including rules or wargear, such a statline can still be defeated by powerful means.

Golden Throne
Flaming Sword


Special rules:

He's Dead Dave: The Emperor is a corpse sat on the golden throne, plugged into the warp itself for ten thousand years. As such not a lot scares him. He has the fearless universal special rule.

Warrior of Ages... and Ages... and Ages: The Emperor is immune to sudden death, squigging, Jotwwcheese, bolt of mutation and all other 'remove models from play/replace model with x ' powers.

Ultimate Psyker Dude: The Emperor knows all space marine codices psychic powers and can cast them all in a single turn.

Descent of the One True Angel: The Emperor deploys by deepstrikes on turn 1 anywhere on the battlefield and never rolls to scatter.

Stephen Hawking: The Emperor is incredibly mentally & psychically powerful but confined to his golden throne, unable to move anywhere on the battlefield. His movement is always zero.

Golden Throne: At the beginning of each player turn roll a D6. On a roll of 5+ the model closest to the golden throne with the psyker special rule gets eaten by the throne. The Emperor can then invest these powers in any friendly unit, effectively swapping profiles with the eaten model. This model is treated as an independent character attached to its former unit.

Flaming Sword: This sits on the emperors lap looking sparkly. Should the Emperor be killed this can be retrieved by any model and sold on ebay for a few quid.

Trying to make an argument for fair-stats for the Emperor is pointless. Sole reason is because of the sarcastics out there with their all-10s and "if he deploys you win" rules, etc etc crap!

The emperor dosent need grenades! He wins the combat anyway just by being there. Just like chuck norris...
