Are you looking for somewhere that sells New 40k at that discount? Because I am unaware of anywhere that does. If you find one let me know.
Now you can definitely find 40k models on Ebay/Dakka Swap Shop/Bartertown at that discount, but they will be in various conditions and it will require some diligence to find what you're looking for.

Most proper businesses can't give as large a discount as you're hoping for.
The Swap Shop here on Dakka, and places like Bartertown and Warseer's trading forum will sometimes have smashing deals you would love.

Discounting ebay cuts you out of a lot of the potential market for budget models.
GumTree gets a few, but only a very few in general (its getting better but Ebay has a very tight grip on the UK market).
Other than that most retailers will only give up to around a 20% discount - Wayland Games online is typically around the 20% and that's the most I've seen from regular legitimate trading shop. Some other might have spot deals, but you'll have to hunt around (And GW sells pretty well at normal prices so they've not got huge pressure to discount heavily).
Otherwise you can look on Bartertown and forums - just be sure to trade safe when doing so.
You can also ask around locally, someone might be selling their models off or even have a load they just don't use and are not currently selling but might be convinced to sell.
As said you won't find anything new from a legit trading shop for 50% off - you'll find second hand for that price sometimes; though be prepared to start learning about paint stripping as most you'll get for dirt cheap will be painted (often poorly; high quality painted stuff tends to go for a fairly good price in general).
And since it answers the title most of what I get on discount come from Ebay.

In the UK ebay is honouring all sales, so as buyer its a very safe place to trade these days. The only real sting is if you're a seller because of the rising number of fees (ebay fees - paypal fees - etc.) but that doesn't affect buyers, just the profit margin for the sellers.

Most wargaming online retailers will offer up to 20% off across the board on GW stuff, but you have to call. GW does not allow their products to be used with online shopping carts. There are a couple that do it, but honestly i'm not sure how, and of the two i can think of off the top of my head, one is incredibly questionable / shady, and i have no experience with the other.
Join bartertown. You can find models in need of rehab for up to 75-80% off. I"m not kidding. I got 900.00 worth of Tau that i stripped, re-fitted, and re primed / painted. You'd never know it was someone elses hot mess before i got it. Bought the lot for 170 shipped.
Also, Wargamer_Cave_Ray has regular 30% off NIB sales for bartertown members, which is another reason to join.
If you do join bartertown, read the rules, and be an upstanding person. You don't want to screw around over there. Read the "Bad Trader Forum" to see why. If you screw someone in a trade, and have any net presence at all, they will skip trace your ass, and authorities have / will be contacted. Just saying. Bartertown is awesome, i love it, been there for years, but it's for people that want to trade seriously.
Swap shop is an option. I've done a couple trades here. Less regulation than bartertown, bit more risky to me, but still, you can find good deals.
Ebay is an option too, though with failpal's fees, not sure how much you'll end up saving depending on what you want.

This is a USA (and possibly other territories) thing. In the UK there is no such restriction on the shops and the products are sold with online shopping carts on pretty much every UK retailer selling GW models. So any discount is normally on the page the product is sold on.

Probably not much use to OP, but it contributes to the general discussion, so this dakka thread discusses Discount Games Store, a discount seller in the US that is awesome for Aussies and Canadians - pay about half, including shipping, buying from DGS rather than buying in Australia. Has all their contact info in it.

I can understand people wanting to save money -although 50% really isn't going to happen very often and never on new legit stock.
If I can save a decent whack then I'll buy from ebay or a local trade but If I can't make a serious saving then I'll buy from my local GW store so it doesn't shut down (as the next nearest store has) and I can carry on playing games there.

its just that GW staff get 50% no wonder therer ok with flogging stuff on to you. The casual layman likes the hobby . The money is what the problem is. GW players are loyal consistent moneymakers. GW should reward them by including a gift card policy. To encourage people to buy from them. If you buy £500 worth of gear then youll get %50 off next time you buy..

Which is a nice thought, but it will never happen. Best deal you'll find a for non Aussie/NZ is 20% off from big e-retailers.
Also, if you're bothered about the price, look into other games which run significantly cheaper.

Don't know how much shipping might cost, or if it can even deliver to other continents, but I live in Hong Kong and I've ordered many GW products off of an online store on Taobao (with a friend being the middle man). Pretty much everything is discounted and some things are even 50% off, or at least near 50% off. Thunderfire cannon still isn't cheap though :(
The stuff is definitely legit, being shrink-wrapped and containing everything something from GW would, and completely identical in quality.
Store in question: http://wargame.taobao.com/
However, lots of 40K stuff on Taobao is actually fake, being recasts and all. This is the only store I trust.

Yeah but GW isn't making profit off their sales to staff and if they are its very marginal. They are rewarding staff in that manner because they want staffers to be keen on playing the game itself; because staff who play and collect and paint are thus always promoting the game itself. It's more a case of investing in marketing.
Sales to the customer have to be more because you've the whole GW infrastructure to maintain, which with highstreet shops; regular game and model updates and new additions means that their operation is bigger than most others (even Privateer Press and Reaper don't produce on the same scale as GW with regard to new releases - Reaper has used KS for Bones and its taken $millions to boost that line).
In the end it costs what it costs, if you can't afford you try second hand or save for longer and if you really can't afford then either play with a friends army or find another hobby. Same is true for any hobby interest
A reward scheme would be nice, but even big supermarkets only tend to give you £0.01p per £1. Chances are people would just whine that they've got to spend £1000s to get a tiny return that will hardly buy anything from GW.

The only real way to save money, is either go used or buy in bulk. By going used you have to deal with the likes of Ebay users (insert other Online shopping venues as well.) Which depending on what you are getting from the individual seller may or may not have what you need/want. It also might include alot of models you dont really want.
Now if you call the mail order trolls, the more money that you are willing to spend, the bigger the deal they are willing to make with you.

You won't find any new GW product for that discount, at least not in the US. Most retailers are buying at 55% of MSRP and give 10-20% Discount. They aren't going to sell at a loss.

I get most of my stuff from about 3 or 4 sources.
From the gaming store I go to regularly (for games and GW stuff, I get like 10 or 20% off there). from a Hobbytown USA not to far from me for glues, paints (also carries some GW stuff), and models for converting, which are often far cheaper compared to GW stuff. Michaels also serves as a source of paints, getting large tubes of paint and cheap but good brushes.
and other players who sell/trade stuff like bitz or whole units. many of my tanks I've purchased from other players and then modified. twice I've gotten 3 Leman Russ tanks (assembled) for $40. including 3 Chimeras for the same price.
perhaps im just lucky. but converting from non-GW seems to save a lot of money. Also buying from other players as their prices can range from free (trading bitz for bitz, or bitz for troops) to cheaper then GW. At one point I got a fully assembled Baneblade from someone for $35. perhaps it again was just luck and the inexperience of the guy selling it, but im not gonna complain.

Another discount you can stack on top of retailer discounts is bundles. The new SM Strike Force has a ~30% discount on the models contained in it for example, so you add that to a 25% retailer discount and you're almost getting your 50% discount.
ie. a SM Tac Squad is $40 RRP in the US ($65 in Aus). As part of the $177 discounted Strike Force ($225 RRP) from Discount Games, the tac squad costs ~$23.
*cough* so I bought 3 strike forces *cough*.
