I'd have to say it depends on the area of expertise we're considering here.
'Hard' Sciences: Crypteks. As others have said, they beat the old ones using just science&technology, no warp powers
Biological Sciences: Haemonculi for certain.
Warp Studies: Dark Mechanicum (Crypteks obviously don't know how warp stuff works to the extent that someone actually working for Chaos does)
Rate of Advancement: Earth Caste. Orks are good at making things where they shouldn't be made, but they didn't go from nothing to advanced in a few hundred years.

The Tau are the only ones that actually seem to advance anywhere.
Necron tech is so far away that it seems like magic, but they're not coming up with anything new - they've literally hit the edge of where they can go. There's no new minds to come up with new thoughts, just the same old tired crypteks.

Indeed. I am sure the Emperor could have made Grotesques if he wanted to, but for obvious reasons he went for more intelligent and aesthetically pleasing, as well as less malevolently created, Astartes.

No other advancement matters if you aren't around to see it. Other scientists may have figured out other, more advanced things, but the hammies figured out the most important thing.

The Dark Mechanicum can become immortal via daemonhood, and the Ad Mech use cybernetic replacements, until they're pretty much just a robot with human thought processes.

Bio-transference was the brain-child of the C'tan, but Szeras' technical know-how is what made it a reality.

Haemonculi and Crypteks, no one else really comes close. Both are functionally immortal, both enjoy 'fresh' specimens and both create new an exciting ways to bring death to less races. Haemonculi understand biological science and Warp science (Yes, the soul and reincarnation are things of the warp) far over the Crypteks but I would think Crypteks understand the universe 'as is' better then the Haemonculi.
If I had to choose who is cooler, Haemonculi would have it because they aren't too far behind Crypteks in physics but are way ahead in biology. Also, the created a mirror which shatters YOU, who even does that!

I was. I thought the "Poor Brother Pyle's boltgun" part gave it away.
On a serious note I am going to say... it depends. That's like asking who is the best scientist on earth. Most people would respond "In what field?" since science is just a method of finding out more about how the universe functions. So, in terms of research I would say Tau Earth Caste scientists are the best since they are probably one of the few groups that are actually innovating anymore. In terms of applied physics Crypetks are the best in this field and in terms of biology Dark Eldar are superior.
