That should probably be spoilered (which I've added to my quote)...
In any event, I'm pretty confident it's not him. I know I wasn't the only one feeling a bit fatigued with a certain character after Origins, and I suspect that the developers know that the fans would like to see someone new in the spotlight. I've no clue who it is (could be a Scarecrow fear-induced illusion, for all I know), but I'm confident that it's not him.

Reading the tie-in comic to Mortal Kombat X, another WB game, the book might as well not exist for all it has to do (or not do) with the finished game, so I wouldn't trust that.

True, yes, I don't think they'd go to this much trouble to say "Totally not the Joker!" only to turn around and go "LOL! He was totally the Joker all along!".
Doing that would just piss everyone off, and I say this as someone who loved the Joker reveal in Arkham Origins.

They released this information in response to backlash from fans regarding the $40 USD cost of the season pass when the item was listed. No details have been released yet as to how the DLC will actually be released, aside from the content being spread out over "a six month period".
I thought Stephanie Brown was just Robin and Spoiler? I don't remember her being Batgirl.
Is Barbara Gordon confirmed as being Oracle again? It's possible that they've pulled her out of the tower as they've done in the comic books, and have Alfred operating as mission control this time around.

She's confirmed as Oracle, but the specific details of the Batgirl DLC is that it is a "prequel".
Whether that means a prequel to the series before Barbara becomes Oracle or to Arkham Knight? Nobody knows for sure yet. Warner Brothers/Rocksteady said they will release more details as we get closer to release.
Cassandra Cain would be the most interesting option, imo, and my personal choice if Barbara Gordon (who is the "prime" Batgirl, so to speak) is out. But she's got a distinctive costume - particularly the mask - and the Batgirl in the image isn't wearing her outfit.
Regardless of who she turns out to be, I hope she's playable within the game proper, and not just a stand-alone chapter. And if she turns out to be Barbara Gordon, then I hope they have a rational reason for her to be both acting as Oracle, and running around in the cape and cowl.
I've been reading that it's a standalone DLC type thing. - It's also mentioned to be a prequel. Although it's unclear just how much of a prequel it is.
So, it could be Barbara (though in that case, I thought the red hair would be more distinctive), if it's an early prequel.
