In the feral ork army the armory limits powerclaws to Warbosses. However, the troops section lists Grot mobs as an option. Their section simply states "As in codex: orks".

Well, the entry in codex orks states that the slaver can take any option allowed in the ORK armory, and that includes the powerclaw as it is not limited in that list.

 

is this legal?

personally id say no you cant take them (as it seems to be against the spirit of an army list that limits klaws so strictly), but per RAW it looks like you can. 

 

 

I was mainly looking at it through a RAW point of view. I agree that it is against the fluff to do it.
