Substances are often deemed too dangerous to remain in free circulation. Radioactive dust 'affect individuals and society' in the same (incredibly large) way you describe drugs. But since there's not many uses for it that doesn't involve a great risk for someone, it's deemed illegal.
That's as clear a criteria then the one that makes cough sirup legal and nerve gas illegal.
Simple test really : Is there
any chance you'll end up eating your gilfriends face while in drug-induced dementia? No? Then it should be legal.
