This is a simple RAW debate.

Premiss # 1. 13th company armies follow all the special rules that space wolves do.

Premiss #2 The special rules for Space Wolves state that Fenrisian wolves always move at the rate of the character they are with.

Premiss #3. In a 13th company it is possible for an independent character on a bike to join a unit of Fenrisian Wolves.

 

Conclusion: If an independent Character on a bike joins a unit of Fenrisian wolves  (up to 15 wolves) he may then turbo boost up to 24 inches. This will increase the speed of the Fenrisian Wolf unit that may normally not move that fast.

Premise #2 is incomplete and is where the argument hinges.

You've made the assumption that the rules for Fenrisian wolves being 'accompanied' by a character is the same thing as having a character join a unit of Fenrisian wolves.

I don't see anything in the Wolves special rules to suggest that these two concepts are one and the same.

Therefore your argument ultimately fails.

I have to agree with Yak on this one.  I would say the only way this would work is to take an IC, give him the wolves that can accompany him, and give him a bike, I don't believe it can work with an IC joining another squad of them.

...if you plan to follow the wording in the SW codex about the wolves and are going to argue that accompanied is the same as being in the same unit as, then keep in mind that the codex tells you that each wolf must remain within 2 inches of the character they accompany. Mmm... flamer template...
