Does this actually work? The DoW write-up says that any of those (listed) races can take a DoW unit as a rare choice. Does a character also count as a unit, then? It would allow Tzeentch lists to have 18-20PD at 2000 if true....

I think DOW characters take up the normal character slot.

It says at the bottom of page 3 that "Other armies from Ravening Hordes or the Warhammer Armies books can field units from the Dogs of War list. In general, they are included in the lists as Rare Choices. In addition, the following restrictions apply:
...any Chaos...can field any unit from the Dogs of War army list."
To me, this means he could take level 4 Wizards (as they are units) as a Rare choices and not as a Hero/Lord choices (just as he could take Pikemen as a Rare choice and not a Core choice.)

I don't have the PDF in front of me, but I believe it says in the "Characters" section, that only DOW armies can get DOW characters.
The only exceptions to this that I can think of are:
-Truthbringer (who I not sure if Chaos can hire.)
-Dark Emisary
- Amazon Serpent Priestess (who I also can't remember if Chaos can hire)
I'll double check once I get back to my desk.

LtCraggs has it. The list specifically divides characters from other units and there is no provision for taking these in non DoW lists. Special Characters and RoR have a special rule that allow them to be fielded in non-DoW lists. Additionally, even if you could somehow get a DoW character in a non-DoW list, the character limits specifically limit them as per the normal character number limits (which limit the number of characters in the entire army). So even if the didn't take a character slot, you would still be capped at X heroes.
However, Tzeentch lists can still get a boatload of PD by stacking in a Dark Emissary, a lord in a chariot, and 2 lvl2s in chariots. 15 PD right there before items or other marked units. Add in a couple of marked chariots, power familiar, etc. and you can easily hit 20 PD.

After re-reading the PDF, I can't see anything that says anything along the lines of DOW characters may only be taken in DOW lists. As I wrote earlier, on page three, bottom left most paragraph, it does say that:

Empire, any Chaos, Dark Elves, Skaven, Vampire Counts, Khemri, Dwarfs, and Lizardmen armies can field any unit from the Dogs of War army list.
I do agree that whether or not DOW characters count as characters in normal army lists is ambiguous, because on one hand they are characters (and the PDF describes where they belong in DOW and normal armies,) but on the other hand they are also DOW units, which are Rare choices in normal armies.
