Special Characters and RoR have a special rule that allow them to be fielded in non-DoW lists. Additionally, even if you could somehow get a DoW character in a non-DoW list, the character limits specifically limit them as per the normal character number limits (which limit the number of characters in the entire army). So even if the didn't take a character slot, you would still be capped at X heroes.

However, Tzeentch lists can still get a boatload of PD by stacking in a Dark Emissary, a lord in a chariot, and 2 lvl2s in chariots. 15 PD right there before items or other marked units. Add in a couple of marked chariots, power familiar, etc. and you can easily hit 20 PD.
