The GW website is a bit helpful, but not really clear on who can team-up with whom. Not really interested in their orcs, etc. , but am interested in their Khand, Harad, and Easterlings.

You need a small haradrim force for starters. Every force has to be lead by a hero, and must include at least three models, unless it's from Monsters of Middle Earth I think. Allying is pretty simple- just build another legal list and stick onto your original one. The legions of Middle Earth book gives details on who can ally with who, I'm pretty certain Harad can ally with Easterlings, and Khandish Mercenaries can ally with almost every Evil force. So really, all you need is Mr. Mumak, a hero, another guy and whatever the hell else you want. It's very flexible.

Just checked, and the Serpent Horde can ally with Khand and the Easterlings. So all systems are go, really! Also, the Mamuk is a hero, so you actually only need Mr. Mamuk and two other guys for a legal force.

Well, the Mumak itself isn't a hero, but the guy who drives him counts as one. So yeah, you could get away with having just the Mumak, stick whatever Haradrim you can on it, and fill out the rest with what you want.
A Mumak is going to be very expensive though, I'd imagine this is going to be a large-ish army?

If you are still doing a Mumak based force some of the upgrades in the Harad book are quite nice. I'm not sure if they are LoME legal though...

LoME has been out of date for awhile now, whatever list is in the book is what's considered legit. So yeah, the upgrades will be legal, and some of them do sound cool, like rappelling lines and such.
Though I don't have much Harad experience, from what I've seen having the rest of your army mounted makes for a good combination, since they can keep up with the Mumak easier and cover it from charging Heroes.

According to whom?
I'm not being argumentative, I'm curious as AFAIK this years LotR Grand Tournament is following the same schedule as the 2007 one which states that 'each army must follow the army lists as laid down in the Legions of Middle-earth Expansion book.'
Now, Page 5 of LoME states that 'Heroes and Warriors often have a list of extra wargear that can be bought for them - for Legions of Middle-earth games you may only buy wargear shown in the army lists within this book, even if other items are available in the main rules manual or a sourcebook.' (emphasis mine)
Case in point - Castellans of Dol Guldur can take Morgul Blades in the Fall of the Necromancer sourcebook but can't have them under the LoME Dol Guldur list.
The LoME FAQ - Q&A 3 states again 'When playing games with Legions of Middle-earth, always use the wargear options presented in the army lists, unless otherwise stated in this FAQ.'

Even when LoME first came out it conflicted with the current rulebook (big surprise) so GW's response was basically to say "specific rulebook > LoME" when the two disagree, since LoME was produced years before many of these models were even made.
I highly doubt the GT organizers are going to make you use the outdated Harad lists and instead use the new Harad book.

Doesn't the Mumak come with like 14 guys in the Howda? So wouldn't that count for the HQ and minimum models needed to play all slapped on top of this bad boy? Bring it Gandalf!
