I assume you mean the One Ring rulebook?
It has all of the new updated rules for the game, and most of the figures. However quite a number of new models have come out since the book was released, so you'll probably want to get the appropriate Sourcebook (Gondor in Flames, Harad, etc.) for whichever 'army' you want.

Joined the Military for Authentic Experience

To my mind, it's one of the best rulebooks GW have produced. I especially like that they give you proper rules to play games straight away, without the need for the supplements, at least for the first while.

yes the big blue book is definaely one of GW's best. if you are going to buy source books make sure you buy the ones that pretain to your armies.

I've got say that I've become a LotR convert. It's quickly becoming my favorite of GW's big 3.
My beef with the rulebook is that there's no index.
Also I despise how all of the army lists, rules and stats are spread out. It's almost like they took the worst of the 40k/whfb codex/army book system and combined it with the worst of Privateer Presses all-armies-in-one-book system.
I know everything (actually almost everything) is available as a free download on the GW site, but their system still bugs me.
Nonetheless, I think the rules system is one of the tightest they've made.
