The vampires have a bloodline that lets them get a handweapon/shield or a great weapon.
The question is:
Do they chose which one before the game or do they get both and chose during the game?

The ability actually gives them the choice between hand weapon shield, two hand weapons or a great weapon. It also gives them heavy armor.

It is a pre-game choice, they must use what they pick for the whole game.

Wouldn't the choice need to be modeled on, more or less? Magic weapons can vary in what they actually look like (and aren't disclosed unless you're playing that way or want to model them WYSIWYG), but I think it's clear a mundane gw is not a mundane hw + shield. Would limit how much "pre-game choice" goes into the choosing, unless you made variant characters or magnetic replacement arms.

Well I kind of moved near Toronto, actually.

You could always have him holding something like say a mace and then have all his other weapons strapped or otherwise hanging on him, d20 Warrior style.
