A .pdf was leaked a while ago. It was a work in progress, but most of the rumours going around have been based on it, and most subsequent rumours suggest that it was largely though not totally accurate.

I'd guess that it's 90% correct, and 80% of the changes will go through.

I'd also guess that there will be much rejoicing and much griping when it is finally released.
