ahh another day another stupid technicality because there is no ork faq. I couldn't even get a straight answer out of GW on this one.
the ork codex says "for every 10 gretchin you MUST take one runtherd at 10 points"
does this mean I can take 19 and only pay for 1? or on my list 28 and only pay for 2?

I'd assume it's every 10. Ergo, a Runtherd can control 10 Grots. Not 11, 12 or whatever.
You field 29 Grots, you need 3 Runtherds.

Whereas I'd say 'every 10' means 'every 10'...
So you count the grots, and every time you reach a multiple of 10, you add a Runtherd.
Your version would require an '...or part thereof...' style addition to the rule.
The Space Wolves codex, for example, specifies with their ' HQ for every 750 points' rule that you round fractions up. Without that, less than 10 is not 10... so you count in lots of 10, and every time you reach 10, you have another 10... and so another Runtherd.
I wouldn't be too surprised to see it FAQ'd for the exact opposite, however

meh.. I dont care one way or the other. but until a FAQ i'm going with insaniak on this one.
army builder agrees with you too. not that that particular point matters much.
I only care because I want to make sure I don't get DQ'd for something stupid at the ard boyz semis

I was initially going to say yes... You must take 1 for every 10 Grots, but you're allowed, by the unit composition entry, to take 1-3.
But after looking at it for a bit, the only 'per model' points cost listed at the top of the unit entry is for the Grots themselves. The Runtherd is purely a unit upgrade.
The options section lists that you must take 1 for every 10 Gretchin. In the strictest reading, that means you can only take 1 for every 10 Grots. If you take, for example, 2 Runtherds and 10 Grots, you have taken 2 for 10 Grots... which breaks the rules saying that you must take 1.
So, really, I think it could be taken either way, but I'll be sticking with 1 per 10.

I can't see the ambiguity. For every 10 you must take 1 runtherd, so If you have 1-19 grotz you only need 1.
Same mechanic as the special weapons in the boyz mobs.
Some people blame GW for their own reading comprehension issues.

For mine, I take one for every 10 or fraction thereof. I figure it's better safe than sorry, and not a huge outlay of points.

As a rule of thumb, the designers do not hide "easter eggs" in the rules. If clever reading is required to unlock some sort of hidden option, then it is most likely the result of wishful thinking.
But there's no sense crying over every mistake;

Ambiguity in writing does not narrowly mean a given reader will, him or herself, see multiple interpretations; ambiguity could also mean a sizeable sample of readers interpret the passage in different ways.
The very definition of ambiguity is, itself, ambiguous. :p - M-W -2: capable of being understood in two or more possible senses or ways
