This structure is designed to represent conscripts, penal troops, and beastmen. It follows JohnHanggDD’s original concept found here http://www.dakkadakka.com/dakkaforum/posts/list/220359.page#409069
with derivations. The sqaud could be adjusted to a platoon format via modifying the number up to 40-50.
Conscripts - 4 pts per model
Conscript - WS3 BS2 S3 T3 W1 I3 A1 Ld6 Sv-
Squad: The squad consists of 10 or 20 Conscripts at the price per model listed.
Wargear: Stub gun/lasgun. Entire unit may trade in for a Stub Pistol (or Laspistol) & CCW per conscript.
- one model may be upgraded to Taskmaster (BS3 I4 Ld7)
Options:
The following options may be made. Only one choice is permitted of the three options:
1) Additional Weapons: This conscript unit has been upgraded with additional weaponry. For every ten models, one model of that ten may be armed with (demo charge, flamer, grenade launcher, or heavy stubber) for +5 pts each.
2) Penal Unit: This unit has been equipped with exploding collar motivational tools at the cost of +5 points for every ten models. Special Rules: Explosive Collar - Remove d3+3 models to pass any Leadership test, or remove d3 models to re-roll a Leadership test.
3) Beastmen: This unit is made up of mutant freaks from subject worlds: At the cost of +5 points for every ten models the Beastmen’s WS is increased to 4.

Hey! I kind of like this! Please note that the cost of the Special Weapons options and Explosive Collar were built in to the base cost in my version. I really like that you're returning Beastmen abhumans, but I'd really bump the to Elites to complete the abhuman trifecta of Ratlings, Ogryns, & Beastmen. Beastmen can then be Imperial Kroot with WS4 S4 A2 Ld8 base. Anyhooo, getting back to your proposal... If we're going to do it all via Conscripts, then: Base unit w/ Specials ( DC, Flame, GL, HS) Pick one (no charge) 1. Penal Legion = Explosive Collars 2. Beastmen = +1WS, +1S 3. Whiteshields = HB, ML, AC options, one per 10 models

Interesting. I had not cogitated beastmen as elites.

Well, with Ogryn and Ratling abhumans as Elites, where else would Beastmen go?
Besides, how else are Guard going to get decent assault troops with any numbers?
If Beastmen take the Assault Veteran role, then Ogryns are free to fill the Terminator role.
It all works out.

I think one difference I'm looking at is making an army of predominantly beastmen, or having them as a major component. This would be helpful in designing a mutant heavy LATD styled IG force with a legal list.

If you're looking to do Beastmen as an army, you have a problem, because there isn't a good Imperial GEQ match that I'm aware of.
At least, not since Kroot Mercs disappeared from the scene (Kroot would be an ideal match).
Under current rules, I think you'd probably do best to play Beasts as Orks.

Beastmen if they were brought back from the grave would be the IG's fast close combat elite choice and not just cannon fodder.
