Cheaper, more durable in Infantry squads.
Tanks would be the second choice.

As a rule of thumb, the designers do not hide "easter eggs" in the rules. If clever reading is required to unlock some sort of hidden option, then it is most likely the result of wishful thinking.
But there's no sense crying over every mistake;

I would have to say 1,2 and 4.
I dont bother with hardened vets. I prefer more cheap guard. I dont add heavy weapons to command squads but I include one for every platoon squad.
Generally I am tending towards anti tank squads and sentinels for lascannon. Fire support squads for autocannon. Russ and platoon squads have heavy bolters. I find I have the closest to weapons synergy by mixing lasguns with heavy bolters, though some squads have missile launchers for a cheap backstop of anti MEQand medium vehicle and samey firepower with frag missiles/lasguns.
I dont give regular guard plasmaguns, I lost too many guardsmen doing that and it is expensive. My kasrkin have plasma though it makes better use of their increased save and BS.
Command squads have melta and flamer each, as the unit is positionaed as morale radius it is not really mobile, but I have plenty of platoons so I have penny packet melta and flamer everywhere. This means anyone deepstriking behind will be targeted by at least one of each weapon, most likely two.
It is no defence against a full on deepstrike army though. Podding marines et al tear my army apart.

Everywhere except sentinels. Each of the other choices has its distinct advantages, and spreading them around avoids the pitfall of losing a certain kind in one swoop.

Infantry. Through and through. Infantry are the most effective thing the Guard have got (if you ignore that Kill Point nonsense) and that's where all your guns should be going.
Vets get Meltaguns and go tank hunting, they don't hang around firing the odd BS4 gun from long range.
Tanks support the Infantry.

Lascannons/Missile Launchers in 10-man line squads and HQ/Platoon Command squads. One shot, one kill for tanks.
Heavy Bolters/Autocannons in Fire Support squads (Personal preference, 2 x HB, 1 x AC per squad). Good anti-personnel unit with some light tank busting capability
Hardened Vets. Nahhh, they are far more useful as Drop Troop melta guns.
Sentinels. Well, I've actually phased most of mine out of my army, and I loved them in 4th. Kill Points makes it hard to justify them and Hellhounds are now one of the premier Fast Attack Choices for IG.
Tanks, Sure, Battle cannon (or Demolisher) and a bunch of Heavy Bolters. Nice AV 10 (against assault) pillbox. But until they get close it will do some damage.

Infantry is where your heavy weapons should go.
Tanks are just for the cannons, the other weapons on them don't really help much.
Vets are for tank busting like everybody says.
Sentinels are only good if you outflank them with heavy flamers and/or lascannons(for rear armor) and you tie up some expensive heavy weapon unit you opponent has.

If you're tank-hunting rear armor with out-flanking Sentinels, then autocannons are the better bet. Cheaper, equal range, and more shots = more hits.
With the rise in popularity in orks and 'Nid swarm lists, I've been putting missile launchers in my line squads, supported by LC Anti-tank teams, with 4x Flamer PHQ squads and drop vets with melta guns. Nothing more frustrating than having a Guard squad with a LC staring at mobs of 30 boyz.

I voted infantry as well - you won't hit as often as with other placements in some cases, but you will be able to afford more of them.

Fire Support squads, leaving your infantry free to move onto objectives. Mobility is very important, and simply standing and shooting your enemy to death is boring as hell and not all that sound in objective games.
