I have two questions. (I am looking at 5th ed rules and the new Space Marine codex)
1) Can a fearless unit never fall back because they automatically pass all morale checks, or as a second part of the fearless special?
2) If I have a fearless unit and Marneus Calgar with 'God of War' special, which takes prescedence?
For example, I have a unit with a chaplain which confers the fearless special to the unit. I also have Marneus Calgar on the table which allows any unit with Combat Tactics (assume the unit has combat tactics) to choose whether to pass or fail any morale check.
Can I still choose to pass or fail a morale check on the fearless unit? If I can choose to fail, can I fall back?

These are just my opinions.
1 - They can never fall back, unless targetted by a special power that overrides this.
2 - I'd say fearless overrides. It's the more restrictive of the two. So, if both rules apply with equal strength, the more restrictve rule would limit both.

Makes sense for a chaplain to help balance out the Litergies of Battle special that gives the unit the ability to re-roll hits when the unit assaults.
So, "on a turn in which a player assaults, a chaplain and all members of any squad he has joined can re-roll failed rolls to hit."
What exactly is an assault? Is it only the first time a unit assaults, or each assault phase of that player?

The marine codex does specify that the fearless units cannot use combat tactics to fall back.
I would say the same rule applies to god of war.

God of War replaces the combat tactic of the marine and fearless models don't use that tactic.
Does that apply for other special character combat tactics and fearless?

Please note - terms like 'always/never' are carried with the basic understanding that there are exceptions to the rule, and therefore are used to mean generally...

GoW doesn't replace combat tactics. CT is just a requirement to use Marneus's abilities.
Now, to be clear, CHAPTER Tactics DOES replace combat tactics, Making Marneus comparatively impotent in a "Combo".

An assault is an assault move into close combat. So yes, the first player turn that a close combat is fought.
