After looking through a few dexes I noticed that some marine HQ's give options for certain elites/fast attack etc. (especially if referring to deathwing/ravenwing) to be taken as troops. With the new rules for missions stressing the importance of troops perhaps it would be a good idea for other armies to have options like this too. For eldar I thought that perhaps each Phoenix lord would allow its appropriate aspect to be taken as troops thus allowing them to score (aspects include Scorpions, Banshees, Fire Dragons, Swooping hawks, and Dark Reapers).
On the downside though I can see some over powered things happening from this...such as an entire army that can infiltrate(scorpions). So in an attempt to balance perhaps each phoenix lord would allow only one unit of that aspect to be taken as troops. I'm sure there could be some other tweaking, but overall how does this sound as a new option for eldar?
Even better, give us some ideas on how you would improve upon your own army's troop choices.

I don't see any issues with any of the HtH or short-range Aspects being taken as Troops.
A while ago, I took a shot a an Eldar Codex.
And in general, I don't think people would have any problems with 10-man squads of DA, FD, HB, or SS being Troops. Also, Infiltrating Scorpions aren't obviously worse than Podding Marines.

rather than making them troops, just making them scoring a-la Pedro+Strenguard might work more favourably

I think thats a great idea, I think it was one of many MAJOR FAILINGS fo the Eldar codex to NOT allow that.
If the Eldar codex was written in the same hand as the marine codex then Feugan Would Mastercraft Melta and Flamer weapons, and Asurmen would reroll reserve rolls, and Maugan Ra would let Dark Reapers split fire, and Karandaras could join a squad and make it outflank, and Jain Zar would make the whole army fleet and....
Yea, funny now the Eldar codex is the forgotten legacy dex kind of like Orks use to be... With powers, points and organizations from a legacy set of the rules that dont compete anymore.

So?
Sixty Fire dragons would fold up like Superman on Laundry day in Close Combat and, probably get destroyed by a shooty army fairly easily too.

Sure, why not?
Would that actually be any more of a problem than 120 KSons or 120 Berzerkers or 120 Plague Marines?

Aside from Harlequins totally outclassing Banshees and Scorpions as Elites, that'd work just fine.

I like the dex, and good point...having a bunch of infiltrators isn't much different than a drop pod army.
Of course the idea behind it is not to make it more like marines, but to make it more interesting and diverse while still be competitive with the 5th rules.
Yea, sixty fire dragons would be a bit extreme, but they are still toughness 3 with 4+ saves. And they only have a 12 inch range. Plenty of armies can counter that.

Can you say Shrike.....
I think your idea is a good idea. Just FYI DA are already troops so you are looking more at the other aspects. I would not mind seeing an all Harly army as they have been so nuetered in CC with 5th that I dont think they are very overpowering at all. I would also like to see war walkers moved to fast vehicles rather than heavy.
Now Maugan Ra would be incredible and to have 6 units of his skull boys would be super duper nasty!!!
