Top 3 ways to make conscripts a tarpit.
1. Canoness with book
2. Commisar Gaunt
3. Independent commisar doctrine
You could use the independent commisar doctrine, but use the "enforcer"modesl from the forgeworld renegade guard range. Those are supposed to be commisar equivalents, I think they even have whips.

I've been kind of torn on the whole thing. On one hand, I want to use the IA5 Vraksian rules since the platoons can get mixed weapons and I've always wanted guard with shotguns. The bad thing is that the Commissars are not independent, so it's ruining my plans for having 100 conscripts on the field.
What do you guys think? Should I go with the renegade list and just keep my command squads close by? Should I convert a Chaos Canoness?
Or should I just drop the cool IA5 rules and make a list from the IG rulebook?

Make the list compatible to both lists(running the shotgunners as Vets in the "normal" IG list, not the best use, but better than having the models not able to be used mostly).

Or maybe just call them "firearms" if I run them as a normal list.
But yeah, the canoness conversion is really appealing to me. I'm pretty sure I'm going in that direction.

Have an officer and retinue follow 12 inches behind, increasing their leadership to 8 or 9, depending. It's not quite as good as having an independent commisar, but it's a way to do it without doctrines.

You could purchase an Inquisitor ally, give him power armor and a power weapon (You could use an Aspiring Champion, albeit he would have Str T of 3) and stick him with the Conscripts. I think you can take two of them.

The Cannoness with the book or a Commissar are the two best choices. Both will ignore the negative modifiers for losing an assault, however both come with risks. If they are attached to a squad (mandatory with the Commissar) then the character MUST pile in first, making them more likely to be the target of assaulting models (and therefore dieing faster). And if the character dies those LD 5 conscripts are going to all go away in a single round!

if your looking for something cheaper you could also go with a Palintine the weaker SOB hq with a book for LD 9 or even cheaper one of the elite Inquisitors but he's LD 8 For the points I'd go with somehting from the SOB codex before a commisar for the points you'll get more out of a SOB. To make sure your IC doesn't bite it in CC simply tack them on in the back trying to move around 50 some conscripts can make it nigh impossible to make base.

A Battle Sister Squad w/ Book sitting behind the Conscripts also works. They can soak more wounds and you have the option of letting the conscripts break so the Sisters can Divine Guidance the offending unit to death.
