Well, the article on the BBC explained that all other avenues had been exhausted in attempting to contact, and Facebook was seen as a last ditch attempt.

Not likely going to happen in the US.

Each state have their own rules regarding service. Most recognize service by certified mail through USPS. There are also process servers who are registered with the state to serve. Finally there's public notice via newspaper, this is the least desirable service.

If it is a Federal issue then the process service would have to follow the rules within the FRCP (Federal Rules of Civil Procedure).
