There is such a thing as remote viewing, the ability to see things anywhere with just the power of the mind. The US government had a project Stargate in the 70's and 80's where they actively recruited remote viewers for espionage work. Perhaps that guy is tapping into it. He just needs some practice, then people won't even know that he's blind.

Perhaps he isnt totally blind. As his eyes are functional even if part of the brain is not perhaps the imagery from his eyesare relayed to his subconcious and not his active brain.
If he learns tro trust what his subconcious is telling him in much the same way that a prophet has to he might be able to 'sense' his environment.
