I have a friend who is rather new to Warhammer 40k and has received a lot of IG models... is there any suggestion that I could make to him about building his army... Also is there any basic tactics I could tell him now so he does not have to find out the hard way?

Read other army lists on these boards concerning IG armies. You will find many answers.

Also, don't have him buy a number of models before the new codex comes out around May. There are many rumors of new goodies coming out, and some units might become useless.

H.B.M.C. has a rather good article in the tactics folder i believe on doctrines...and although it hasnt been thoroughly updated for 5th edition it is stilla good read for a new player to get a feel for them....although they are most likely going to disappear with the new codex...but thn again thats months away from now and i would think he'd wanna play a few battles before it gets ehre, just to get his feet wet.

like others have said....just have them read through some list work ups here, or better yet post what he has recieved for moidels and ask for a list build....might help him to better understand how to playw ith what models he has.

post a really bad list in the army list section and HBMC will lecture you for about 3 pages, after that you will have an idea of what to do.
