They could, in the 3rd edition Codex. To some extent, they still can - that's what the 'looted wagon' entry represents. A Looted Leman Russ, suitably converted, could be used in the game as a Looted Wagon with a Boomgun.

It does suffer from absolutely rubbish armour, though, and will be a bit of a fire magnet.

Especially if you use a Leman Russ as the model for your looted wagon (properly Orkified of course).

Go for it. Take a LR or whatever, model it how you like.
Then use the rules for a looted vehicle from the ork codex.

Looted Land Raider = Battlewagon

Looted Leman Russ = Looted Wagon

Looted Chimera = Trukk

To answer your question in a more literal sense, no, Orks can't just "have" a Land Raider that costs 250 points, carries 12 models, and has two Godhammers for the same reason that Imperial Guard can't, or Tyranids can't, or Eldar can't.

one of the great things about an ork army, you can take any vehicle and use it for whatever you want. Its completley fluffly to have a eldar grav tank being used as a truk/looted wagon/Battle wagon. The death skulls have looted a warhound titan and used it against the enemy in the same battle, which is according to the book is the mark of a true loota and the height of comedy for an ork. As a matter of fact for my next Apoc game I want to create a rule where if I get a unit of lootas or burna boys with meks to a wrecked vehicle in the same turn I can try to repair it and use it (would count as a looted wagon)

As far as un willing allies, of course orks regularly take over worlds and force the population to make them stuff and fight, the blood axes are notorious for trading and fighting alongside the empire. Sometomes (as in the case with armageddon) other races actually can be part of an ork army.

theyre orks, everything is fluffy and easily explained.

In the new rules you cannot have a leman russ or a landraider in your ork army... You can have one or the other using the rules for a battlewagon or a looted wagon.

I think this is how it should be honestly. It lets Orks actually have rules for their own vehicles that are flexible enough to be used as vehicles "looted" from other races. Seriously, there are so many options for the battlewagon/looted wagon that you can make pretty much anything. Besides, for vehicles with armour 12/13, it isn't hard to imagine the orks not keeping then in good shape so they are more fragile (looted wagon) or adding tons of extra armor plating to them (battlewagon).

Of course, if your friends let you, there is nothing stopping you from playing with their actual rules. Just keep in mind it will be illegal in tournaments.

Only the IG and SM chapters can get allies (and then, only from the inquisition and their chapters martial/chambers militant). They still have to follow their own codex rules, and have limitations on what can and cannot be allied, and none can be the required choices for the army.

Orks cannot just use a landraider as a landraider - the rules don't let them. For a start, the machine spirit won't let them in (or if it does, it will gas them or otherwise kill them - see the fluff for the land Raider released with the current style of tank).

They might loot a destroyed vehicle, but they will rebuild it to suit their perceptions of what makes a wagon "dead shooty", not some head-in-the-clouds humie. Battlewagon and trukk or looted wagon are the only choices they get.

Tau don't get land raiders either. SM don't get monoliths (an armour 14 skimmer that can't have its armour reduced and reduces the damage potential of many weapons and can teleport troops? Yes please.).

You play with what the limitations of your army allow.

I'm OVER 50 (and so far over everyone's BS, too).
Old enough to know better, young enough to not give a ****.

Most armies _can't_ get allies.

Orks don't get to take Land Raiders, Leman Russes, Devilfish, Monoliths, Rhinos, or other armies vehicles because the rules for those vehicles were made with their original list in mind, which operate very differently from the orks, and so by letting orks pick and choose from things that were not designed with them in mind, you have a significant chance of them getting a completly over the top combo. Like mega-armored nobs pouring out of a LR Crusader, or something.

Orks had access to a lot of Imperial vehicle and really none of it was even close to overpowered. Megarmored nobz out of a LR crusader really wouldn't be that much worse than Megarmored nobz out of a battlewagon etc.

We recently had a fight where, mainly due to lack of models, we allied 750 Orks (Me) and 750 Eldar ( a friend) against 1500 Marines!

I refuse to enter a battle of wits with an unarmed opponent.

the imperial guard can use land raiders if your playing with an army that dates at the great crusades and just hasent got the message from the emperor that only space marines could use it from then on(maybe the vox-cast got lost in a warp storm?). it says in the codexs that land raiders used to be used by I.G. and other imperial forces.
