How does one measure distance from a defiler? It is a walker but has no base. Do you use the hull then or its outstretched claws or something else?

This is actually in the rulebook page 72. Under the heading "Measuring Ranges". And they use defilers as the example.

I based my Defilers on 6" bases to help define their area and determine who's in close combat or not. using each individual leg gets kind of hairy.

It does say "measure to and from its hull (including legs and other limbs)". Sadly, that does not explain how to turn:
You might either turn around one limb or pivot around the middle of the model.
The latter would be the fair solution (it is even mentioned in the shooting chapter afterward), since you do not gain any distance.
The former grants you some inches, depending on how long the distance between the limbs is and how far you turn. Iirc Stelek mentions this move for the Soulgrinder in his 40k demons review somewhere.

I simiplify it on the Defiler...I measure from the center of the model, usually where the head is or should be. I always measure from there so my movement is always the same. Consistency is what's important.

The most important thing with measuring from a defiler is to ageree with your opponent where you will be measuring from and then keep it consistent during the entire game.
Personally amongst friends, when defilers are in use we measure from the hull and ignore any legs. This goes for moving, shooting, assaulting and being assaulted.

Turning is covered under the "Vehicles and Movement" section. The rule is that vehicles pivot on their center point, and walkers are still vehicles. My estimation puts the center point for the Soul Grinder right about that weird hatch with the bit of spine on it.

When moving, you can pivot how you like, but each leg can move a maximum of 6" from its start point. This is a bit different from vehicles, which pivot around the centre, and can therefore gain a bit of extra distance turning from sideways to front-on (though they lose the distance when turning the other way).
When shooting, measure from the weapon muzzle and draw LOS through the weapon mount.
When assaulting or being assaulted, make contact with the legs or the hull.
When being shot at, the enemy can draw LOS and measure range to the legs, the hull, or any turrets.

I haven't fielded my Defilers in a while, but I generally prefer to treat the Defiler as the hull only, and measure from the barrel. It's a *lot* easier this way.
