The enchanted shield from the common magic items list gives a 5+ armor. If my scar-vet already has a 5+ from; scaly skin does the shield confer a +2 to my armor save or just the normal +1 for shields. I have a suspicion that it only counts as a shield.

You get the full benefit of any armor you wear. In this case, you'd have a 3+ save.

Or give him the hide of the Old Ones normal shield. 5+ from skin, goes to 3+ with Heavy Armour which goes to 2+ with shield, and 1+ with a hand weapon, and he is toughness 5. Go with an old blood, and he is a 0+ with hand weapon and toughness 6. and the stupidity shouldn't be too much trouble with cold blooded Ld 8.

Scar vets are now T5 and it's a *cold* one hide, which would make it a t6 scar vet

I thought they were toughness 5, but I wasn't sure and thought it better to under estimate than to over estimate. But still, that's pretty good i think. A toughness 6 hero with a 1+ armour save on foot in combat, or a thoughness 6 Lord with a 0+ armour save in combat.
