They are both.

The company is taking suggestions for what to make. If a suggestion is popular, they will make it.

The price hasn't been set, so if they reach 1,000 pre-orders they will make the piece and set a price. At that point, people will need to confirm their orders.

So this item hasn't been confirmed for production.

Pure genius a great idea, I really hope it works. I also hope y local stockist picks them up. I like a lot of the ideas I just can't commit to paying transatlantic postage for 1 sprue.
