In all fairness someone beat me to it, and the only reason I didn't catch that right away is because I mispelled the name.

1 email address for 1 account. It's not too much pain for new members to have their usernames changes (longer term members it becomes a pain though).

I would venture to guess(correct me if I'm wrong, LB) it has something to do with trying to make it harder for any one person to spam the site with dozens of dummy accounts.

That is why it is 1 email for 1 account, just to get an extra barrier in there for the non-technical trolls to reduce their registration signup speed. There are many ways around it but it has helped prevent a lot of pain with organised spammers in the past and will continue to do so I'm sure. The 1 email for 1 account comment was also implying that some users might only have one email address, so having them sign up again would require them to get another email account which is rather inconvenient if they just want to chat on dakka.

Was wondering why it's harder to change a longtime user's name than a 'shorttimer's'. If it's not too technical. Curiosity piqued.

Basically comes down to the user being referenced in many places (articles, forum posts, images, etc) that would not be updated and would therefore not make sense anymore. People have long term reputations built up as well so additional work is needed letting the rest of dakka know what was changed, why it was changed, etc. which is why we dont allow name changing where it can be avoided.
